Chairm~ Kruse was excused at 3:50 PM and Vice-Chairman Mylander presided at the re- ) mainder of the meeting. ,---~ \ --- General discussion was held Concerning R-4A and "B", Business zone setbacks and the effect these zones would have on the development of the do~mtown area. Planning Director conveye.d Mr. Kennedy's conuncnts; 1. e., "properly drafted, it could be upheld." Planning Department Staff and Chairman of the Planning & Zoning Board will'proceed with the draft, making slight modifications to wording and content of busincss frontage setback recom- mendations and apartment standards to be applicd in business zones. The Board recommcnded , that these be forwarded to the Downtown Association and the Merchan~s Division of the Greater Clearwater Chamber of Commerce. \ ,Discussion ensued concerning non-commercial off-street parking. Planning Director read his memorandum dated March 2, 1970 addressed to the City Manager re recommendations for 'same. While the Board agrees on the intent; i. e., deletion from R-4D, it may prefer the City Commission's approval rather than the Board of Adjustment and Appeal, even if , this should mean new zones. '.':. Several revisions of code through "special exceptions" were discussed. Motion was made by Mr. Galloway, seconded by.Mr. Reade, to include trailers .and gas stations as "special exceptions" in accordance It..'i.th the recommendations of the Planning Director. Motion carried unanimously. , 'Motion was made by Mr. Reade, seconded by Mr. Harries, to recommend to the City Commission. that the property south of Courtney Campbell Causeway and east of the mainland side of U. S. 1~ as far as the center line of Belleair Rd. extende~ to the Hillsborough County line be annexed to the City of Clearwater, Motion passed. Board felt that this action would give the City more cOIltrol over waterfront property, bulkheads, scenic easements, etc. Planning Director reported that recommendation has been made for the City to initiate continuous process of more restrictive zoning per existing land use'; i. e., rezoning those properties which are developed to their existing land use. Mr. Bergmann announced that Frank W. Brutt of Barr, Dunlop & Associates, Inc. in Talla- hassee will be in Clearwater Friday, March 6, 1970 for a work session. Copies of drafts of proposed Tree Ordinance and Parking Lot DeQutification Ordinance were distributed for review and study by Board members. 'Planning Di~ector reported on the status of "701" program and the fact that the cut.. back of approximately one~half in funds allocated necessitated rewriting the program. Certain elements were eliminated as were all research lunds for staff. However. a "street' tree" program has been added under Open Space. Tota.l program now comes to approximately , $27,500. Inas~uch as Clearwater will go over 50.000 pqpu1ation with the next census, this will no doubt be the last "701" program. New Residential Zone and Density Tables were distributed and discussed. Should the City Commdssion approve R-3. it is their desire to adopt the Density Table as an "official tool" for residential zoning. A 'study will be initiated to dete~ine the feasibility of prohibiting and/or eliminating within ~he City and urban area junk yards/wrecking service. ' Planning Director reported that the 11th Annual Conference on Planning and Zoning will . 1 be held April 15 - 17 at the Sarasota Motor Hotel. Mr. Galloway pointed out the need for wall 'display. projector and screen for public hearings by the Board in the City Commission Chambc1:'s. Having this equipment available would prove advantageous to both Board and audience for presentation purposes. This will be investigated by Planning Department Staff.
