Present: Chairman Arthur M. Kruse, Vice-Chairman Elmer L. Mylander, Ralph Reade,

The seven items which are presently involved are: (1) Population Study, (2) Land
, Use Study, (3) Transportation Study, (4) Community Facili ties Plan, (5) Central
Business District Plan, (6) Housing Element (completed), and (7) Review of Codes
and Ordinances. Reference was made to th~ distributed literature describing the
progress made on each item. J

Mr. Bergmann began the meeting by
the planning consultants of Barr,
hensive Plan - "701."

Mr. Dunlop, Vice President of the Engineering Deparonent of Barr, Dunlop and
Associates,' Inc., exhibited the work map for the Clearwater Transportation Study.
He went on to, say that the first phase of this study is concerned with describing
the current utilization of the present street system and the next step is to prepare
an in-depth review of the major thoroughfare 'plans that are underway or have been
recently made in this area. .

At this time, the St. Petersburg Urban Area Transportation Study (SPUATS), a
co~nty-wide study covering the m~jor arteri~l improvement needs anticipated between
now and 1985, was discussed. A similar study (the four-county regional transportation
study) was also mentioned. Mr. Dunlop explained the connection between the' Clear-
water Transportation Study and these two regional studies. He went on to explain
the basic goals of the study: '(1) to route the increasing through-traffic while
'(2) continuing to give the traffic free access to the Central Business District.
General discussion followed concerning the four county regional transportation
plans for the next fifteen years (i.e., 1-75 tie-in nOTth of Clearwater).
A comparison was made between the 1958 Harland Bartholomew Plan for Land Use and
the present state of land use development in Clearwater. The land use work map
was also displayed and reviewed.
The next topic was the Clearwater Community Facilities Plan. General discussion
by the board members followed.
Various board members commented onilie problems presently facing the Clearwater
area. Mr. Kruse~ suggestion was that Clearwater Beach could very well ~ecome
ano~her St. Armand's Key (reference to. need for a shopping center on the beach).
Other. board members mentioned the increased traffic between the mainland and the
beach '~nd the problems that can be anticip~ted in the near future.

'Mr. Bergmann introduced the two student honorary members of the Planning and Zoning
Board: Kathy Olinger 'and Warren Wilson (both of Clea~ater'Righ School).
During a discussion.about zoning, Mr. K~Be asked if the Board ,could take some
action to prevent the Industrial development in certairi' areas where it is now
allowed but not desirable.
It was decided to hold the next meeting on Thursday, February 26, 1970, at 1:30
P.M. Heeting adjourned at 3:55 P.M.
