Chairman Kruse commented on the citation ann ~edal nr~sented to ~r. Reade
at tho City Commission meeting of January 5 for "his outstanding and un-
tirin& public service to the City of Clearwater." -
Planning & Zoning Board continued with the agenda from the previous meeting.
Amendments to Chapter 26 of the Clearwater City Code were discussed by
Mr. Bergmann for the purpose of considering items to be included in an
Ordinance amending the City Zoning Laws and Maps as follO\l7s:
10. Amend Chapter 26 of the Clearwater City Code to provide that
all presently zoned R-3 (Ln) Lml Density" t~ul tiple DHelling
properties shall be classified as R-3A (LD) and establizhing
R-3A (LD), R-3B (LD) and R-3C (LD) Use District Classifications
including definitions, permitted and prohibited uses, exceptions
and other regulations and requirements rela~ed thereto_

'11. Amend Sec. 26-11 (7) Schedule of Lot and Building Regulations
,for all Use Districts, by providing that present schedule
regulations pertaining to R-3 (LD) shall apply to R-3A (Ln)
zoned properties and by adding supplemental schedule setting
forth lot and building regulations for R-3A (LD), R-3B (LD)
and R-3C (LD) Use District Classifications.
Motion was made by Mr. Reade, seconded by Mr. Mylander, to approve
(10) and (11) above. Motion carried unanimously.

Amend Sec. 26-SA to delete Townhouse from list of pro~ibited
uses in an R-3 (LD) Use District Classification and to delete
accessory recreational buildings as a special exception in
R-3 (LD) Use District Classification and to add accessory
recreational buildings for multi-family projects over 50 units
as a permitted use in R-3 (LD) Use District Classifications.
Amend Section 26-17, Board of Adjustment and Appeal on Zoning,
Sub-paragraph (5)(a)(14) to delete reference to accessory
recreational buildin~s as a special exception in ?-3 (LD)
Use Classifications.

14. , Amend Chapter 26 to change any references to definition of an
offstreet parking space so as to require a minimu~ of 180
square feet of appropriate dimcnsionR for parking an automobile,
exclusive of access drives or aisles thereto.
15. Amend Sec. 26-5C, rfobile Home Park Requirements, Sub-parngraph
(e), Parking Requirements. to reduce the requirement of net
area for an offstveet parking space to 180 square feet.
16. Amend Section 26-11 (7), Schedule of Lot and Building
Regulations for all Use Districts. hy edding a requirement
that a maximum of 33-1/3% of floor area is allowed for
efficiency apartments in R-4B Use District Classifications.
17. Amend Chapter 26 to provide for I-SP (Institutional-Semi-Public)
Use District Classification including definitions, permitted and
prohibited uses, exceptions and other regulations and require-
ments related thereto, specifically designed for church and
1"elated uses.
18. Amend Chapter 26 to remove churches as a permitted use in
Agriculture, R-4A, R-4D" PRS and PKB Use District Classifications.
Motion was made by Mr. Harries, seconded by P.r. Reade, to re-
affirm action of the Plannine & Zoning Board on above Items #14 - 18. Motion

Motion WllD made by Mr. Butler, seconded by Hr. Reade, to recommend approval

in city.)
Motion waD made by Mr. Butler, seconded hy Mr. Harries, to recommend denial
of (2)(A) above and recommend acceptance of R-3 in lieu thereof which was
agrood to by the applicant at the ~ublic Hearing. Low-rise multi-family

Motion was made by Mr. Hylander, seconded by Mr. Reade, to recommend denial
of (2)(B) above and, in lieu thereof, Board recommends R-2, Duplex, which the
applicant indicated at the Public Hearing is acceptable to him. (Applicant
stated arret" in request for R-4A; intent ~7as for ~-2.) Property is completely
surrounded by Single Family usage. Motion carried. Zoning to W.permi~s Duplex~

for (4) above. Hotion carried. Zoning is in accordance to usage in area.
