for annexation request for (2) above. Motion carricd. An amendment to the
mot~on was made by Mr. B\ltler, seconded by Mr. Morris, thnt the Board recom-
mend that the Commission consider annexing to R-IC. Motion carried. At the
public hearing, the neighborllood objected to R-2 zoning because the area is
.zoned R-IC ~rom that point west.

Mr. Wolle reported that staff has been holding weekly sessions on billboards.
Work sessions are an~icipated with the billboard in~ustry sometime next week.
(. Theodore G. Sandusky (tlSandylt), ~lanning Technician, has been added to the
Planning Dept. staff.
Plans for the Planning G Zoning Board Christmas luncheon were discussed. Com-
mittee consisting of Messrs. Harries, Reade and Butler will investigate dates
and places and make plans accordingly.

Mesurs. Frank & Blakely ~re the ones who arc interested and proposed this
~th legal assistance. They have an option until Oecembcr 20 and they are
~6ing to try and gat throurh the City Commission some definite proposalG.
The difficul~is that they are ~oing to take over the lease for the re-
maining years. Then, they want the option of renewal to the extent of
possibly 30 yea~rs t wh.~ t'h \o1ill tie this up for ItO or 50 years and, as
Boy ton saY3. the County and the Planning Council have proposed a new
industrial development southeast of Lake Tarpon where a major airport,
comparable to the one down here, would be. Intention was that eventually
this airport would come out. In discussing this Hi th P".ul, I can see a
possihility of a small area for shuttle (helicopter service), from any
port around here. This has not been submitted to the P & Z Bd. at all.

I told Bergmann I felt that either the Planning Dept. or the Board, or both,

citizens. Perhaps two dozen people who think it is important to them.
Most people who have executive planes want to take off from a field that has

likelihood of our getting any big industri~s in that area is rather dim at
the moment as Clearwa~er Industrial Park is about sold out. Rest is of minor

Ba~ib County plan for upper Pine lIas provides for an executive type airpark
near Lake.Tarpon for both ~arpon Springs and Clearwater.

Board is required to come up with some studies - not only on billboards -
but the total sign raviaion. More restricti~e on billboards. We arc pra-
paring graphics 1-1,000 city map and have located all existing billhoarda
on the map and existing billboards which were there prior to our recent
1966 #1077 sign ordinance. Intent is to restrict certain area; i. c., Gulf-
to-Bay, into Highland. (no mori billboards on Highland going west)
and maybe 19; nothing on N. Ft. Harrison, S. Ft. Harrison, Myrtle, Drew.
Restrict eligible billboards after a certain date.Beyond that, we are trying
to restrict corners (4 signboards on 1 corner). This will shut out quitd
a number of billboards, maybe 25% of existing bi.llboards. "
Reaction to advertising boys -- They know that as the city develops the
sights for billboards are going to ~o and out nf 67 signs, they say they
could only find 6 more sites. In the meantime, certain billboards will
lose leasage or will not be good sites.
Nothing other than a reduction in tlle number. Also some improvements
because some new billboards are non-conforming. Might be an alteration; i. e.,
sat. back further or heiBhth. Improved site - 600 ft. between. Toying around
with the idea of a buffer betWeen the billboards.
These are thinis to be considered by the City commission as we offer them..
