Minutes of July 8 and 22 and August 19, 1969 were approved as written on
motion by Mr. Schutzandorf, seqonded by Mr. Morris.
Board reviewed the Preliminary Billboard Recommendations and added the phrase
"from the ground to top of sign" re maximum height limitation. Copy 'will be
forwarded to the City l1anager requesting policy direction for further study,
Chairman Kruse suggested a committae, consisting of Members Morris, Spier
and Sch~tzendorf, be ,formed to study the bil~~oard questionnaire. All agreed
t? serve. Action is pending reply to above-mentioned study,
Planning Director reviewed Community Facilities Questionnaire with t~e Board,
analyzed various COl~ments plus,ratings, and showed average of Board and staff's
feeling and tried to place comments accordingly.

Motion made by Mr. Butler, seconded by Mr. Mylander, that the Community
Facilities Questionnaire be routed to the City 11anager and a copy given to
~,the consultant. Motion carried unanimously.
Discussion ensued"re possible Northern Causeway. Mr. Butler made the fol-
lowing motion:

llThe Board recommends to the Commission that immediate attention
be given to the.establishment of a planned route of a North Cause-
. way from the mainland to ClearHater Beach across I~land Estates and
that the Commission make the ,necessary provision as S~01\ as possible
for the right of way across Island Estates.'"
Motion sccondedby Mr. Mylander and carried unanimously.
Vice-Chairman Myland~r reported that the following annexations were approved
by the City Commission at their meeting of September 2, 1969:

Subdivi~ion (Kent Contractors, Inc.)
2. SW corner of US 19 & Tropic Hills Dr. CGillenwaters)

THOROUGHFARE PLAN 6 RELATI:D
Mr. Hal"gmnnn' indiciited the pr'ogress of the Transportati on clement as related
to the thinking of State Dept. of Tr.ansportation, TBRPC, County and City
through the SPUATS' Technical Coordinatinn committee. A drawing, Which re-
presented the latest highway scheme, showed the alternatives for both a
southern causeway-bridge and a'northern one. There is speculation that US
Steal might incorporate a cause~lay-bridge in their Sand Key proposal.
Mixed tr~ffic pattern emerges 1"e Greenwood, Myrtle and N. Ft. Harrison.
With such a close proximity of moVing streets, eventually Myrtle and Douglas,
north of StcvenS01\IS Creek, may become designated Alt." 19 and Ft. Harrison
will become a waterfront drive (Scenic Alt. 19).
'Regarding lane deficiencies, we are accepting the regional proposal as far
as number .of lanes in \oJhich we are deficient. Beyond their proposal, we are
also uP8rading Highland to four lanes. In one of the expressway schemes an
alternate is shown, either as an expressway or rapid transit facility using ,
the RR R/W.

COMMUNITY STRUCTURE & LAND USE hood
W~ are at a preliminary stage of establishing major neighbor/or community
dividers as well as un~fying elements; i. e., Industrial Park, schools, play-
grounds, major arteries, ete. 'l'his \0611 allot.,? ..us to set up a meaningful
pattern of communi.ty structu~e, a valid apprqaeh to in-put to the comprehensive
planning necessary to revise the 1962 Comprehensive Plan. It will afford an '
opportunity to ~est concepts and policies and to relate and balance community
and city-wide activities.
Re Land Use, we are \>1Orking) in j oint effort, \.o1i th the consultant and ,,1ill
tie it into community structure approach, tl"y~ng to visualize population
density, etc.
Work Session will be set up with consultant,. Planning & Zoning Board, and
Community Relations Board at some future time to obtain reaction and CO!1UlIents.
The feedback,will identify necessary revisions and set up directions for mo~e
detailed study.
Greenwood, Heights and Bellevue areas will be an integral el~ment 1"'e: re-
development or rehabilitation, as we are proceedine on code enforcement.
Possibility of a future business community in the Heights area due to en-
croachment on all sides.
Clearwater Business District element is largely a consultant responsibiJity,

We will be very much l.nvolved (1/3 of our time) \-lith Capital Imnrovement in
relation to the whole pro~ram; 1/2 of the time, remaining will be involved in
checking with all department directors~ etc. and getting their programs into
Capital Improvements Program as they relate to the plan~

HOUSING ELEt'1EN1'
~he consultan't~revi5ed a Housing element questionnai~e from one approved by
HUD for Macon, Ga. It covered all housing, number of substandard units and
their concentra.tion, economic conditions related to housing, number of
families employed, unemployed, financing practiceG, housi.ne supply, costs,
proximity to employment. environmental conditioDs, transportation, proximity
to commercial, availability of utilities, etc. Federal Government is pretty
much involved in this; i. e., what kind of ppoeram are we carrying forward
on housing, code enforcement, restrictive zoning, etc~? If we carry through
'on the, areas identified, we will be very much ahead of the game.
(:>e Public Housing, Housing' Authority approved 40 units of the 500 lease 'variety;
.0 however, we are waiting pending the unfreezing of some funds in Atlanta.
400 units (conventional and turn-key) will be ~vailablc if the refe~endum goes
through. We have no Public Housing at. the present time.
This Housing effort is comparable to the old'Neighborhood Analysis except it
must be done community-wide. Primarily one of iden~ifying the prohlem.
Neighborhoods will not be identified by race; we are using separators and
dividers that are physical, not social and not economic.
OTHER
Regional Study proposes airport authority and a port auth~rity and eliminates
the airpark and puts it between Oldsmar and La~e Tarpon. Airpark will have
other use.
