Patrick Iley, representing the applicant, stated that this prop-
erty was not available Qt the ti~e of the previous annexation and
zoning request for adjoining property, and that now they are
acting after purchaGc of this particular property and requesting
a simi.lar zoning. Sili\ilat" dormitory use is proposed.
Because of the strategic location of this property in relation to
the existing and future development of the Clearwater Branch of
the St. Petersburg Junior College, multi-family usage permitting
dormitory development (by plan) is the highest and best usage of
the site. Area is pre~8ntly sparcely developed. With annexation
and proper zoning~ developmen~ Hill be initiated to provide a
supply of needed type housing for the educational center. >

Prior to the Board agenda some prelim~nary discussion ensued of
City policy in regard to annexation of single lots inVOlving extended
rights-af-way and concern was again expressed regarding the advisability
of the,contingent liability being assumed by the City for future street
maintenance and probably eventual rebuildinr, v1ithout authority for levy
of assessments against abutting County property oV1nerships. It was ex-
plained that the rear lot line of lot of request was separated from the

nearest city limit line by a short.,distance, which entailed the necessity
of inclUding in the annexa~ion a segment of Brookside Road and Meadow
Lane to provide that it be contiguous. Mr. Rettig confirmed that ~he
City Commission was routinely briefed as to details of pending annexation
requests at its worksc5sion prior to such items beine placed on the
agenda for the following Monday's meeting.
In formal session two al~~rnate motions were considered and with-
drawn: the first motion to recom~end approval of ~he requ0st as sub-
mitted; the second motion t~ make no reco~~endation for !'easons as dis-

Such zoning reommendation was based on the following considerations--
Although Hr. Blakley, applicant, was not present (City Fire
Departme.nt employee unable to attend), Hr. Rettie of the En-
gineering Department offered information concerning the request
which involved primarily street lights and fire protection.
There were no objectors.
The area is develoned with single family.

The Board upon investigation of the above site observed that
the street is substandard according to City requirements;
however this annexation may be an incentive for other neighbors
to fo110\o1 suit.
It was noted that adequate rieht-of-~ay is in p13t of record.

The Planner presented the plat with information that it~ location
was in an area recently approved for annexation and that there was some
criticism of the 45 ft. radius of the cul-da-sac. Mr. Reade"reported
that the Subdivision Com~ittee had made an inspection and reco~mcnde~
ap~roval of the plat as submitted. After it was indicated by Mr. Wolle

Mr. Wolle presented the layout with information that--
General location of the proposed extension was south of Druid Road
extended and north of the northwest corner of the Meadows Subdivi-

This area was a portion of the McMullen Estate and park owner had
an option to buy the parcel provided that the estate could obtain
mobile home park zoning.
Prior to an application for annexation heing filed by the estate,
the park o~mer 'tlas submitting this proposed layout and soliciting
preliDinary Board approval of its compliance with Mobile Home Park
zoning requi~ements.
The Board.~eviewed and discussed the proposed layout and the Planner ex-
plained some details of the plan which had been worked out in consulta-
