Because of the strategic location of this property in relation to the existing and future development of the Clearwater Branch of the St. Petersburg Junior College, multi-family usage permitting dormitory development (by plan) is the highest and best usage of the site. Prior to the Board agenda some prelim~nary discussion ensued of City policy in regard to annexation of single lots inVOlving extended rights-af-way and concern was again expressed regarding the advisability of the,contingent liability being assumed by the City for future street maintenance and probably eventual rebuildinr, v1ithout authority for levy of assessments against abutting County property oV1nerships. It was ex- plained that the rear lot line of lot of request was separated from the ) nearest city limit line by a short.,distance, which entailed the necessity of inclUding in the annexa~ion a segment of Brookside Road and Meadow Lane to provide that it be contiguous. Mr. Rettig confirmed that ~he City Commission was routinely briefed as to details of pending annexation requests at its worksc5sion prior to such items beine placed on the agenda for the following Monday's meeting. Blakley, applicant, was not present (City Fire Departme.nt employee unable to attend), Hr. Rettie of the En- gineering Department offered information concerning the request which involved primarily street lights and fire protection. There were no objectors. The area is develoned with single family. - , The Board upon investigation of the above site observed that the street is substandard according to City requirements; however this annexation may be an incentive for other neighbors to fo110\o1 suit.
