The meeting waG convened a~ 2:20 P. tl. following a Public Hearing
before the Board, opening at 1:30 P. M., at which the applications for

Area to the north and west (in Countv) is zoned and u3~d indus-
tri.al. Th~ area to the south is City and Coun t;'--Ci ty portion
is a church site-County Dortion is residential used and zoned.
Area to the east (in County) is A-2, Agricultural, zoning and is
vacant.
Zoning recommended p'rovi.des for continued usage of the property
for utility purposes and is similar usage to that to the west'
and north. The site is vlell located and is most adaotable to the
establishment and expansion of utility services for the Clear-
water area.
Area to the east is vacant and Belcher frontage may be related
to continued development to the west and such property to the
east would have design potential to develop uses compatible to
residential uses on the south.
In regard to rights-of-way) it was noted that--

Belcher Road to the east of the property has full 100 ft. right-
of-way, the west 50 ft. having been dedicated. North of Palmetto
there is no roadway within this right-of-way.
Range Road on the north is full 60 ft. right-of-way.' This is
in County and is unimproved beyond a point approximately 850
ft. to the west. '
Palmetto Street (County Road 215) right-of-tolay is to be 80 ft.
right-of-way. The north half right-of-way is in process of
being dedicated from the subject property. A 2-1ane paved street
is within this right-of-way and joins 2-1ane paved Belcher ~oad
on the east.

It is anticipated that Belcher Road will be continued frorr.
Northeast Coachman as a 4-1ane County artery nortnward to join
Sunset Point Road.

Mr. James H. Hezzatesta, who appear8d in bnhlllf of the appl:i.-
cant, stated that the purpose of the request wa3 to obtain
sewer service and also to h~ve lots properly zoned to site t~!O
duplexes. (He was directed to obtain information on procedures
that would necessarily be taken prior to ~oving a house and also,
on separate action to be taken if variances were needed.)
There were no objectors.
The County area is presently zoned R-l~ (l, 2, & 3 Family).
Area is developed with single family homes.
Property faces to the west a mobile home park.
Abutting to the north are 'lots occu,ied by non-conforming
'mobile homes.
By the ey.t8nsion of sewers, and by the occupancy of these lots
by duplexes, this area would be u,graded.
It was noted that standard 30 ft. half right-of-way is of record on
west (,Betty Lane-prese~t roadway 20 ft. wide paved) and 60 ft. full
standard right-af-Hay is platted on the south (nrm.ming Street-present
roadway 20 ft. ,wide, shell).

The Planner presented the application with information that

public hearing. at a regularly scheduled City Commission r:\eeting. He
recommended that the Board as a body take action on it at this meeting,
in that ~he request was consistent with a general zoning plan for the
area and previous rezoning approvals by the Board. Property location
.was described as across the street from Iley Realty offices arid Hells
Realty off~ces and determination was made that a drawing submitted with
,the application shows a structure on the site.

member present copy of a memo from the City Hanager dated Dec. 12/68 ad-
dressed to him on the subject of nRequest for Annexation" (copy of agen-
da record). Such memo listed items of information which the City Commis-
sion had requested be submitted for their consideration in regard to
a request for annexation of a parcel of property.

ber 16. Explanation was made that--
An acreage parcel, proposed as a subdivision, which the Board
had recommended to be annexed with Single Family zoning was
located at the northwest corner of this intersection.

Planning .Office but was received after the Board's meeting of
last Vleek. Based on recommendation from ~1r. Kruse and the Planner

'rhe Planner informed the Board that he would have some proposals
for ordinance changes and map changes for reference to the Zoning Com-
mittee'which he hoped could 'be proc~sscd by the, Board in January and
February so as to be availabl~ for inclusion in the next zoning public
, hearing that the Cor.unission mieht set. He stated that map corrections
for some of the Morningside Estates area he had made mention of before.
He also proposed an early Board revie~1 of final revisions to the new
R-4 classifications to be established.
