Mr. Kruse called attention at ,tl\in tiMe to the fact that the master

It "'as brought out by Hr. Rut~nbcrG' thu:t--
In order to have a coh~sivc marketing concept, they feel it is
rather necessary at this time. to layout in some detail and be quite
precise on what they will build in ~lis fipst phaGe and so have
~nster planned this first phase. '
They have engineering plans scheduled, for dcli~cry in the next
week. ,They ar~ scheduled to receive final working drawings on
these 'buildings on November 18 and working drawings for the club-
house will be ready for delivery about mid December. They hope
to have stake out for 2 buildings before ,~ho end of December
,and possibly the~~ Dales and model building.
It can be anticinated that it is goirie to take a long time to
sell o'ut all o-f these uni t8 in bui Idingn as shot-Tn on the mastel' ,
plan.
o Bayond this first phas'c, ~1r. Rutcnberg said they havc a lot of dif-
ferent ideas. They are ba~ing their future planning on an extensive
study of , building perI:lits in 16 florida counties that they operate in,
or plan to operate in, Hhich shm-ied that the part of the market that is
increasing the mos"t is the reth,'cmcntmarket. From this study they kno\.]
that. they have a market for. a type of houiinrt which caters to the defi-
) ni tely older })crson-,not middle age.-but in the 70 to 75 age erou]) or

They intend to build such a pro:; cct, but don t t knot'1 \'1flen (don't'
have ti.me tnble). AlGO they don't have the ntH'''''Cl:> yet an to '
HheY.'e they arc goinr, to bU:l lcl it, but he thour;ht it \Jlas high ly
probable, and, certainly possible, that the subsequent devclopmorit
of the s~cond portion of this prOpl..~l"'ty may be for' the Hem,~t of
Florida project.
Although, they have requested Business zoning, th~y obviously
will not build genoral stores, a nhoppinrr center~ or things
that usually go in a husincr.;s zone. If they Ghould develop the
Heart of Florida project here or go into s6vcral other concepts
they have considered, there will be some co~mercial facilities
built to serve rC3idents. Future plans are indcfinitc, but they
know they will need'Rome of this area for Business zonine~ 00 they
feel the only proper course is to have. Business zoning in order
,to have the latitude to develop.

Mr. Rutenberg added that since his conversation with Mr. Kruse the past
