(Special meeting scheduled Wed. P. M. - Rutenbere),
Mr. Kruse broought the Board up to date as to developments since the
previous Tuesday's meeting, stating that:
On Friday, at the rocquest of the City'Manager, he had consulted
for sev~ral hours with Mr. Charles Rutenberg, President of Im~erial
Land Corporation, and had inspected the Imperial' Cove site with
him, as well as the McMullen property to the north of it.
He had tried to persuade Mr. Rutenberg to accept PUD-Com'l zoning
for the entire area or that zoning of the parce~ could be dividedt
with a portion to be PUD-CR.,

'Mr. Kruse continued tvith information that:

,MI'. Rutenberg had in mind for the,east half of t~e'property
possibly to establish a health c1inic--on the order of a health
'center with rest home ~uildings. Mr. .Kruse had pointed out to him
that he could put most anything of that kind in the area under a
PUD-C classification. At the close of their discussion, Mr.
Rutenberg had seemed receptive to the idea of. pun zoning and had said
that he would prifer Business zoning but would not hold up the an-
nexation on that basis.

However, when Mr. Kruse had called the City Manager on that Friday
evening) he learned that Mr. Rutcnberg had just called tile City
Managero and h?ld told him that on clossr study of pun regulations
he had seen something in the requirements listed that had changed
.his mind (particularly regarding public hearings on pun plans).
"Mr. ~utenberg had indicated to Mr. Kruse a desire to meet with
,the .Planning and ZoninB Board but had info~3ed him th~t he would
be in New York on Monday and Tuesda". Mr. Kruse had tentatively
arranged with him for Wednesday, October 30t as date for this meet-
ing. Mr. Rutenbcr~'s secretary was to call as soon as possible
to confirm a time.
In Board discussion it was indicated that some compromise zoning
should be offered. Mr. Nylander expressed his agreement thaT Mr. ~rolle's

The Board held meeting with the applicant which revealed that
the owner of the existing marina facility desires to add a
maintenance operation service for larecr boats. Property
would be the site of a structure for this o~eration. This
particular usage ~1ould be pcrminsible under" liB" zoning and would
also merely expand the exi.sting, zone. 'l'ha property' is considerably
below grade of the houses to the north. ^ voJuntary setback
would be observed on the north ~nd cast.

M~. Wolle advised the Board of inquiry made to the City Manager in
meTTlO from the City Clerk (10/25/68) regarding the status of rezoning ap-
plication of David Waddell for R-IJ zoning on property at the northwest
corner of N. Osceola and Cedar Street. Such application was postponed
by Commission:action at the March 25/68 rezoning public hearing. Mr.
Kruse explained the situation as set forth in the memo in which the Clerk
sough~ direction as to whether Mr. ,Waddell should resubmit his applica-
tion to be advertised for the rezoning hearing scheduled for November
25/68.
The Board decided to table to the Nov 11 meeting the matter of
