The Board reviewed the applications, with reference to annexation
11lap-drawing, and ,evaluated t}'" evidence presented at the Board's public
hearinz. In discussion, some information received from Mr. Rettig
was that the City has obtained a 15 ft. access and utility easement
along the east side of these properties and that Elizabeth Street has

connection to Gulf-to-Bay Blvd. by a 30 ft. access easement for that
portion within the city "BlI zone; further t[\at south of these proper-
ties of request the County obtained a 30 ft. dedicated right-or-way
from the' Hudson property. The Planner recommended.requirement of a
full 30 ,ft. easement of access from these two properties to be annexed
as a prolongation of the existing 30 ft. right-of-way to the south.
After some discussion of other alternatives, ~otion by Mr. Re~e,

seconded .Qy Hr. Ga110vray, vlas passed as folloHS: that the BoaI'd recom-
mend approval of annexation request for R-2, Duplex, zoning for prop-
erties (known as Hetes and Bounds Lots #34 and #34-1) as legally
described in Items #1 and #2 of Notice of Public ({earing for October
8, 1968, on condition that the existing 15 foot utility and access
easement be expanded westHardly to 30 ft. by addine an additional 15
foot p~bli6 easement of access". It ~as considered that such recom-
mended zoning was in conformance to the residential area to the south
(City) and to the east (County). It ~las also recom~ended that above
parcels be designated as Fire District No.2.

\-1as passed unanimously., It was also recommended that above parcel be
desighated as Fire District No.2.
Such zoning recommendation was based on the following considerations--
Upon explanation by the Planner, ~r. D. A. SailS, who presented
the application, had agreed to R-1D zoning.
! '
A residential subdivision abuts propcr~y to the west. A vacant
area is to the nor.th and east and south. The Board of Public
Instruction is the owner of a tract to the north as a school
sit~. The extension of sewer facilities would provide initiative
to continue and expand residential usage in this area~
Item #4 (Chioello et al)
Groves Terrace,
Mr. Galloway felt that in this case if it were observed that
streets in a iubdivision were not in good condition) then now would'be
f'
the time to correct this condition. The Acting Chairman stated that
the app~icants' could not carry the assessment of improving roads in
fron't of lots that remain in the Coun'ty. Hr. Rettig infol'med ,the Board
of Engineering Department procedures in regard to street improvement
assessments. Hr. Galloway made a motion that the Board recommend ap-
proval of R-ID, Single Family, zonine (in lieu of R-IE zoning requested)
for lots as legally described in Item #4 of Notice of Ptiblic Hearing
'for October 8, 1968, ,but in memo to be forvrarded to include reference
to these subdivision streets. After some discussion and sugees~ion by

ment as a part of a zoning motion, and applicable to a specific request,
that a generalized memorandum might be composed by Hr. Kruse, Mr.
Mylander, and possibly Hr. Galloway, seeking to clarify the area of
Board responsibility and/or arrive at a standard basis to present other
than zoning considerations helpful to the Commission in regard to the
annexation properties. However, decision was made that such a suggested
general memo migh~ be sent later as a f01100 up of action taken in this
particular reauest.

"
Such zoning recommendation was based on the folloYling considerations--
;,
Upon explanation by the Planner, Hr. Chipello (who represented
'his firm and others as applicants and owners) had aereed to
R-lD zoning.
Property ~s platted for single family usage. The extension of',
sewer would permit remaining vacant lots to be developed.
Note was made that the plat shows rights-qf-way are of standard subdi-
vision width of 60 ft'. [and one-half right-of-way of 60 feet for St.
,Rd. 590 (CR #2) ],

Item #5 ~Metz and White, Inc.)
After review of the application, with reference to annexation
map drawing, and an eva~uation of evidence presented at the Board's
public hearing, motion by Mr. Reade, seconded bv ~r. Krus~, was passed
'unanimously, as follot'Js: "that the Board recommend denial of the "8",
,Busine,ss), zoning as it vlas requested for all of the tract as legally
described in I~em #5 of Notice of Public Hearine for October 8/68, and
to further recommend approval of R-4, Hultiple I?welling, zoning for

It was also recommended that the east portion be designated as Fire
District No. 2 and the west portion be designated as Fire District No.
1.
Such zoning recommendation was based on ~he folloHing considerations:
, '
An apartment complex is under construction on the east portion
and a shopping cente'r is located on the Hest portion. Zoning
should conform to the land use intended and desirable. Zoning
on the east portion should be protective to controll all existing
and potential occupancy~
"B" zoni~g on the west portion is in conformity to use.

recommended that above parcel be designated as Fire District No.2.
Such zoning reco~~endation was based on the folloHing considerations--
Property is public' owned and is site of an existing, water
