THE PLANNING AND ZONING BOARD
Minutes of the Meeti~g. Tuesday, July 3D. l~GB.
, ,'-, The meeting was c~lled to order at 2: 00 P. M. by the Chairman,
Mr. Arthur Kruse. Present were Members Mylander, Reade, Harris. and
Spier. Mr. Rettig of the Enginec!'ing Department, Mr. Wolle, and Mrs.
Marion Olsen. Acting RecorQing Secretary in the absence of Mrs. Hall
on vacation. Since this was the first fo~mal meeting attended by Mr.
Spier. the Chairman welcomed him on behalf of the Board. (Mr. Spier
was appointetl to the Board by the City Commission on July 15/68 to
fill the unexpired term of Mr. Pat Iley.)
The minutes of the meetings of June 18. July 2, and July 9, 1968,
were ~pproved as written.
M~. Kruse stated that the agenda items involved necessary discus-
sion and action of the Public Hearing held on July 23. 1968.

!n reviewi~g tne Curtis request the following points were discussed:
1.
,The petition submitted objecting to the zoning of this proper-'
ty for multi-family. Thirty to thirty-five names were on the
list.

Protection should be given to single f~nily dwellings abutting
the property. The Meadowdale situation was similar to the Del
Oro situation--residences backing to possible multi-family
structures.

Height of building and facing reduces privacy to the single
'family homes. No one should object if'there is sufficient set-
. baCK and lower density to the structures abutting single
family. .

,2.' Occupants of rental property deter~ine quality of maintenance,
which may be questionable...~ .;
3. Duplex or the smaller apartment structure was not in line with
the owners' intended density or return on anticipated develon-
ment investment. Homes in this area are expensive. .
4. How far south would this type of development invade an ac-
cepted "estatelt area (community).
How much would this proposed development, if permitted, affect
extended development of similar projects to the east.
5. Adequate right-of-way for Nursery & Belcher should be assured.

6. The features of PUD-R zoning should provide control, as well
as permit developer to build in phases according to a
Master Plan.

it be assured that a dedication be made of 40 ft. 1/2 right-of-wav on
proPrrtv owned by the applicant which abuts Nurserv Road. Mr. Spier
seconded both motions and these carried, each nassinp, separately.
Such zoning was recommended:
,1; To give protection to single family dwellings, and have
sufficient setbacks.
2. To permit adequate control of height and density.
3. To provide. density which will permit development to continue
with the least amount of change in property valuations., It
also recognizes that potential development to the east" along
Nursery Road is of a different nature than that estate area
to the south.

Afte~ the Board ~eviewed public hearing information, motion was
made, seconded, and nassed that this application be anproyed for R-lC
zoning~
Basis for Recommendation--

The continued development of this residential area is possible
only upon availability of city sewers. Zoning request is con-
's~s~ent with the land use existing and is proper for the 'area.
Item #3 (Eastwood Terrace, Inc. and Adro, Inc.)
After the Board reviewed public hearing ,information, Mr. Reade made
a motion that the lot on the east side of Fernwood Ave. be zoned R-4.
It was also recommended that the request of R-4 zoning be, denied and
those lots on the west side of Fernwood Ave. be ~oned R-2. Motion was

seconded and carried.
Basis for Recommendation--
R-4 zoning on west-side of Fernwood would affect substantially
present valuation of homes on Baywood and further building on
east side of Baywood and Dre S

Basis for Recommendation--
The request is in conformance to land use, zoning,
and future development of the area.

Request was reviewed in accordance to action taken in meeting of
7/23/68 (after publio hearing). The R-4 zoning recommendation was con-

After extensive discussion, Hr. Reade made a motion that ~he Board

recommend that all of Island Hay be zoned R-H exceut the southeast cor-
ner of Harbor Passage and Island Way which will be zoned R-3.

Basis for Recommcndation--
Pattern of use intended is similar to area to the south which
has developed with apa~tments of varying density and with
adj oi.ning island to east developing with single fami.ly usage.
The southeast corner with R-3 zoning would limit height and
density of building usage at a major residential collector
intersection.
Highland and Union Street - Center -
Mr. Reade recommended that the letter prepared by Mr. Arthur
Kruse and Mr. Wolle be ,forwarded to the City Commission with one ex-
ception--that any form of R-5 usage on the' eastern side of Highland Ave.
be excluded. Single family usage should abut Highland Ave. Mr, Spier
seconded the motion and it carried.
Carmichael Plan -
The Board reviewed andapproved'the amended plan submitted. The
City Planner stated that it would be forwarded .to'the City Commission
after review and preparation of applicable deed restrictions by the

REGIONAL RECREATION PLAN - Sand Key - Tampa Bay'Regional Planning
Council -

,The Board was informed, of study being prepared by the TBRPC staff.
It was shown that

. The Board reviewed the proposed plat and found no objection to it. It
