Minutes of the Meeting, Tuesday, July 9, 1968.
The meeting was called to order at 3:00 P. M. by the Chairman,
Mr. Kruse. Present Here Members Butler, Mylander, Galloway, Morris,
Reade and Schutzendorf, Mr. Rettig of the Engineering Department',.and
Mr.. Wolle.
The minutes of the meeting 'of June 11, 1968, were approved as
submitted in written summation to each member.
REZONING REQUESTS - COMMITTEE REPORT - (continuetl from 7/2/68)

The application was reviewed with study of surrounding land
use and zoning. Mr. Galloway reported recommendation of the Zoning
Committee for approval of request for change to PRS zoning for the
reasons that:
Property of request is located between several motels and
a block from a medical (chiropractor) office.
PRS usage was considered as less objectionable than motel
uses already established to face into single family residences
on ,the east side of Ft. Harrison Ave'. (in R-M zone).
Remaining vacant andlor residential parcels on this section of
N. Ft. Harrison are limited in area to serve for adequate motel
si-tes, but may serve as sites for professional offices without '
altering character of the area'#"

The alley to the west of the property is a buffer to adjoining
(predominantly single family) residences in a duplex zone.
Motion bv Mr. Reade to recommend aporoval of the Zonin~ Committee's re-
port was seconded by Mr. Mylander and passed unanimously.

Mr. Galloway reported recommendation of the Zoning Committee that
~ the request for HB zoning be denied and to recommend "D" zoning which
would make the property,. eligible for an application to cst<1blinh the
intended uses as a special exception through the Board of Adjustment
and Appeal on Zoning, and if such application were given favovablc
consideration such Board should set reasonable ~equ~~ements as to type
of construction, screeningi etc. that would reduce the effect of any
nuisance factors for the protection of residents on the opposite side

proval of request for change to R-4 zoning,' such recommendation based
on the assumption that Fred Wilder, Attorney, as aecnt for the applicant
has .pet~tioned for this rezoning as only to enlarge upon the churchts
property for church use and that the addition~l lots would be utilized
only for such purpose.

The Planner passed out reproduction of drawing submitted with the
Curtis application which the Board reviewed. Mr. Wolle gave some pre-
liminary explanation concerning these requests scheduled to be heard on
the above date. He advised that annexation map-drawings would be mailed
to members for reference in making site inspections.

In discussion of the request of North Bay Co., reference was made
to previously reported request from the City Manager that a conference
be arranged by Mr. .Kruse and ~he Planner with the Island Estates manage-
men't to discuss the future zoning for "the remaining unzoned areas.
Mr. Krus~ solicited an official expression of opinion,on the part of
the Board. Mr. Butler moved that the Board recornmand to the City Com-
~is6ipn that all unzoned property within the city limits be zoned with
expediency.

COUNTY ZONE CHANGE -
The Planner informed the Board of a r~quest for a change in zoning
involving property of Dr. R. H. Center at the southeast corner of

Highland Avenue and Union Street scheduled ,~o be heard by the Pinellas
County Examin.er on Honday, July 15, 1968. Explanation v:as made that--
He had, first knoYlledge of the request through a notice received
by his church (Faith PreSbyterian) located to the north of
Union Street.
In later contact with the County PlanninB office he had learned
that an official notice of the reauest was being sent to the
city, which had not yet been received by the Manager's office.

Details given him by a resident of Clearwater'in a neighboring
subdivision on the west side of Hir,hland Avenue. was that Dr.
Center's request was for 5 acres of C-2, Commercial, zonina and
10 acres of R-5, Residential Multiple-Family, zoning. This
resident had appeared at the Planning Office reporting her con-
cern.' .
Mr. Wolle reviewed prior zoning history of the Center property and past
position taken by the Board in opposition to commercial usage at this
Highland-Union intersection in view of surrounding land uses of churches,
school, and residential development, and the existing excess of business
'zoni~g and uses in the area. Mr. Wolle indicated that after receipt of
the Coun~y's notice, the Manager might wish to have a Board recommcnda~
tion before the Monday hearing and said he would like to have the Board
indica~e approval for the Chairman and himself to submit a recommendation
on behalf of the Board. Mr. Mylander moved that the Chairman and Mr~

Wolle be authorized to represent the Board in preparing a letter op~o~in~
the' County zoning change at Union and Highland Ave. in accordance with
~~t~ policy on recommendations on County zoning. His motion was se-
conded by' Mr. Butler, and passed unanimously.
The meeting was adjourned at 4:15 P. M.
