06/18/1968 ~~ ,L / THE PLANNING AND ZONING BOARD Minutes of the Meeting, Tuesday, June 18, 1968. The meeting was convened at 3:20 P. M. following a Public Hearing before the Board, opening at 3:00 P. H., at which the applications for zoning and annexation fo~ the following two properties were heard: Diocese of St. Augustine - Lots 2 and 15, Pinellas Groves Sub. - , County R-3 to City R-4 (no. of interesection of NE Coachman Rd. and Marilyn Street) Babcock- E. side U. S. 19 - No. of St. Rd. 60 and U. S. 19 intersection - County R-S to City PKB, Parkway Business Record of such hearing was taken on tape and is on file in the Planning , ' Office. Present at the hearing were Chair'man Kruse, Members Reade, Mylander, Butler, Schutzendorf and Morris, Mrs. Alice Bush of the Engi~ neering Department, and Mr. Wolle. After 'review and evaluation of evidence presented at the Board's (b) public hearing, ~pon motion by Mr. Reade, seconded by Mr. Mvl~n~er~"~ ~as voted unanimously to reco~end aD~roval of reouest for Parkway Busi- ness zoning for parcel as legally described in Notice of Public Heari1}g Eor ,June l8~ 1968, and that it be further recommended that such parcel~ ~e designated as Jire District No. 1 classification. ' Recommendation t-Tas based on the following considerations: No one in "opposition appeared at the public hearing held. Property is east of a 330 foot s~rip zoned PKB in the City. It abuts a PKB zone on the south, which is vacant, and at the southeast corner abuts a mobile home park. It was )earned that mailing notice was sent to Paul F. Tanner, Bishop of the Diocese in St. Augustine. During the Board meeting John A. Nelson of St. Petersburg, Attorney for the Diocese, telephoned and talked with the Planner and the Chairman, and explanation was made of this. He was promised that a copy of the Notice of Public Hearing would be mailed to him prior to the public hearing before the City Commission on July 1st. Mr. Butler ob- served that under PUD-R zoning the Board could control the setbacks for the development to permit sufficient right-of-way for the proposed scenic road incorporated in County plan~ for Bayshore ,Boulevard. Mr. Wolle advised that he thought that Bayshore Blvd. has a 100 ft. right- of-way through platted areas, but that he would have to check on it. Recommendation of the Zoning Committee was to ap~rove subject re~u~ for change of zoning from R-1E to PUD-R (Case Z-S-668). Duon motion ~ by Mr. Mylander~wseconded by Mr. Reade, the Board voted unanimously to approve the report of the Zonin[ Committee. Recommendation was based on the following considerations: Multi-family usage under a controlled plan of development is the highest and best use for this property. The flexibility of PUD-R design was desirable for this waterfront property to enable developer to take best advantage of site and waterview. (b) CASE Z-6-668 BEECHER - R-4 TO PRS - THE WEST 200 FT. Mr. Wolle described property location as opposite the for~er Green Jeans Nursery .site and in pr6ximity to 3 medical buildings (R-4 Special Exception uses) on the west side or Greenwood (at corners or Druid Rd. and Greenwood and Turner and Greenwood). Mr. Wolle reported that Mr. Paul Randolph and Mr. Richard Leandri had been in his office to discuss this application to be made and that he had ~ccommendcd tc them a request for PRS rather than Business zoning. . " Recommendation was based on the considerations that: The Board was.in agreement and had opposed' prior zoning requests for the establishment of additional Business zoning on Green~Tood Ave. A transition to medical and professional usage for this sector of Greenwood would be consistent with the existing character of the area and would be accepted with favor. PRS zoning would be compatible to planned adjoining multi-family use and to the convalescent home now established in Maryland Sub- division. It was learned that an appointment to fill the vacan- cy created by the resignation of Pat Iley was not made at this meeting. (c) Re Lutheran Towers - The Chairman reported that the Downtown Association had appointed a committee to study and make recommendations concerning the proposed site for project at Turner and Orange. He re- quested that if he were no.t here \olhen the appeal from decision of the Board of Adjustment. and Appeal came before the City Commission on July .... 1 that one or more Board members attend the rnee"ting. ITEHS: (a) R-4 A, B. & C Adjustments - Mr. Wolle explained that these R-4 amendments were in the process of adjustInent for simplification through an administrative study, with participation of the City Manager, ... " City Attorney, Mr. Kruse, and himself. Once an ordinance approved by the administration was finalized, he understood it was,to be presented at a round table and then have public hearing before the Planning and Zoning Board and the City Commissio~. (b) Future Public Hearin~s - Mr. Wolle announced that: July 22 would probably be the date for the next public hearing on rezoning ~pplications.
