M. following a Public Hearing before the Board.opening at 1:30 P. ~., at which the applications for zoning and annexation for the following three properties were heard: Parcels on US 19 near Harn Blvd. - Hm. Present at the hearing were Chairman Kruse, Members Reade, Harries, My1ander, Butler, Morris and Galloway, Hr. Rettig of the En- gineering Department, and Mr. Wolle. M. meeting, with the exception of Mr. Galloway, who asked to '-' retire prior to the meeting because of a financial interest of his bank in the Barber annexation property. S. 19 and Harn Boulevard, east of Florida Power easement, provides natural commercial center development advantage without affecting residential development to the west. 3. Plan recognizes general commercial usage of properties to the north, east, and south. ' ~. Setback recommendation was made with the intent of main- taining a desirable appearance a~d proper usage of U. S. 19 frontage, in that the nB" zone does not require any setback. M. O. L. be zoned an R-l, Single Family', classification, and that the remainder of the requested annexa- tion be zoned PUD-R, Planned Unit Development-Residential (with Fire , ~~~ District No.2 designation for the total area); ,and that if such annexa- tion and zoning is accomplished, the Board then recommends that the P&Z Bd Minutes P~ec II q 3/19/68 330 ft. square that is now in the City be rezone4 from R-lE to PUD-R. ~ His motion was st!conded by M1:'. Recommendation was based on the' following considerations: Basis for Recommendation 0: Denial (Item #3 (a) ) 1. Any tract of this size proposed for multi-family should not be zoned in a classification that merely sets setbacks and an almost unlimited density. The multi-family development proposed is of a density that would not be compatible to the surrounding residential a~eas. 2.! A high intensity of land use on this tract would substantially reduce the value of abutting properties as home sites. " 3. The multiple family development proposed is of a density that would generate traffio along Belcher and would create many hazards, as well as force new streets into a diversional pattern of circulation destroying the character and privacy of residents of these streets. Basis for Recommendation of Denial (Item #3 (b) ) '~'... ,.... 1. There is no need for additional shopping center uses at this location for this area. 2. Shopping Center zoning is not compatible with the existing. and potential residential development within the area,.. East, South, and t~est. 3. Trend and interest in the economic feasibility of development o~ this tract supports continuation of low density-high quality residenti~l usaee. 4. Shopping center usage would substantially reduce the valuation of all homes abutting such a development. 5. Shopping center usage would unnecessarily attract more, and generate more traffic into a residential area and throu~h residential subdivision street systems. Such diversion creates hazards to school children and minimizes safety within a local circula~ion pattern. Basis for Recommendation of R-1 and PUD-R: l~ That proportionate share of 100 ft. of dedicated rights-of- . way be given for Druid Road and Belcher Rd. 2.
