The meeting was convened at 2:00 P. M. following a Public He~~inp
before the Board, opening at 1:4Q P. M., at which the application for
west sid~ of Belcher Road, south of Drew, was heard. Record of such
hearine t-laG taken on tape and is on file in the Planning Office. Pre-
sent at this hearing were Chairman Kruse, Members Reade, Har~ies,
Galloway, Mylander, Butler, I1ey and Morris, Mr. Rettig of the Engi-
neerinB Department, and the Planner, the same being present at the
2:00 P. M. me~tine.

Parcel #2 for annexation to the City of Clearwater, such parcels legally
described in Notice of Public Hearing as:

In diacussion of the motion Beneral agreement was expressed with the
n overall requeGt, al thouch there \o1i:l.S some di.scussion in particular of
the Drew Street frontage involved. Mr. Butler expressed the opinion
that expansion of the R-I~ zoned strip northerly to take in the Drew.
Street frontage possibly would be preferable or that consideration
might be given to "B" rather than "HBIt zoning for the Drew Street
frontage, but stated that he was not strongly recommending either of
these alternatives. However, in Board analysis of the area, it was
recognized that the present usage of property adjacent to and opposite
the Drew Str~et frontage is comparable to uses permitted under HB zon-
ing, and it was felt ,that there would not be a very'str.one basis for

denial of HB zoning for this portion of the tract. After further re- .
view, and evaluation of the evidence presented at the Board's public
hearing, upon vote taken,' Mr. Ileyfs motion was passed un~nimou~~y.
Recommendation was ba~ed on the cqnsideration that:

to that permitted in. the reque3ted classification of Heavy
Business. A business area abuts to the south (existing and

(2) West section recognizes a buffer zoning and usage.
(3) Development of streets within and through provides

(4) The public hearing revealed no objection to the arrange-
ment of R-4 zoning adjoininr. the residential section alone

{5) Under the proposed HE zoning this area is committed to
a realization of its potential 2S a warehouse and distri-
bution center. Present County zon~ng supported the ex-
isting general land use pattern. City zoning is siw.ilar
and is aoolicable to the reQuested zoning for which aporoval
