" I 'V" THE PLANNING AND ZONING BOARD ~ Minutes of the Meeting, Tue8day, February 20, 1968. The meeting was called to order at 3:00 P. M. by the Chairman, Mr. Kruse. Present were Members Nylander, Butler, Harries, Reade, Iley, Morris and Galloway, Mr. Rettig of the Engineering Department, and Mr. Wolle. The minutes of the meeting of January 30, 196B, were approved as submi tted in tolri tten summation to each member. DISCUSSION OF ANNEXATION ZONING - HUNT (We~t sid~ Belcher Rd. south of Drew St) - P&Z Bd. Public HearinQ Feb. 27, 1968 - Prior to the Public Hearing before the Board set for 1:30 P. M. on Feb. 27/68 the Board held prelimi~ary discussion of this proposed annexation ,a~__legally described in Petition for Annexation filed Jan 8/ -... ----.~ ..........--.-. .68 by Geo. Ref- e=,ence annexation map-drawings were pas,sed to members, showing request for City R-4'~ Multiple Dwelling, and RB, Heavy Business, zoning (exist- ing County Zoning R-5 and Commercial). Mr. Wolle explained the zoning plan and street layout, pointing out the extension of Cleveland Street to Belcher approximately through the center of the tract. The request was discussed with consideration being given to the' following points of information: The existing uses on the opposite (north) side of Drew. Street and on Belcher to the east were similar to uses permitted in the requested HB classification. The strip of R-4 zoning, varying from 220 ft. to .250 ft. in depth, (on west section of tract) could be recognized as a buffer for the residential section along Neptune Ave. The owner would have the responsibility of creating his own buffer on the north to his apartment usage. Development under HE zoning offered the potential to make this a functional core as a warehousing and distribution center along a through County artery' (Belcher Road). He reported that the applicants had offered no comment as to acceptance of these suggestions and added that the proposed plan of zoning under one ownership is not as much risk. Some members expressed the opinion that the Drew Street frontage perhaps should have a more restricted zoning than HB. Chairman Kruse suggested that members visit the annexation site and ,deferred further discussion until after the Board's uublic hearinq. It was confirmed that the City Co~nission public hearing was scheduled for March 4 and that the Board's recommendation was to be submitted prior to that date. ADMINISTRATIVE STUDY - PROPOSED USAGE RUTENBERG PROPERTY HERCULES AND MARILYN AVE. - SITE OF VEHICLE INSPECTION STATION - The Board con?idere? request in memo from Gerald Weimer dated Feb. 9/68 for Board recommendation. The Chairman presented content of the Planner's written study report dated Feb. 9/68 submitted upon re- quest for the Manager (copy of agenda record). Board restudy of the Hercules-Marilyn area of request (3.46 acresM. O. L.),and review of the land use and zoning considerations involved, revealed a consensus that the proposed usage as a site for a vehicle inspection station should not be acceptable. In formal action, upon motion by Mr. Butler, seconded by Mr. Reade, the Board voted unanimously to recommend disaDproval of the proposed use of the property reauested ~o be annexed by Charles RutenberRror a motor vehicle insoection site and to recommend that such property be re- tained in zoning oermitting residential use onlv. ~ T t ~..) DISCUSSION OF R-4 CATEGORIES - Copies were distributed of a proposed study schedule of regulations FEZ Bd Minutes 2/20/68 Page 03 for R-4 A APT., R-4 B COMMUNITY APT.) This schedule contained \.~/ columnar reference to: - Purpose Minimum Area Maximum Height Base Setback Distance between Buildings Floor Area Ratio (FAR) Minimum Gross Floor Area per Dwlg. Unit. Open Space Parking Requirement . Mr. Wolle explained the schedule, which he had prepared after consulta- tion with Mr. Morris, and discussed with the Board its intended applica- tion. He clarified that the existing R-4 was to become R-4 D without any changes. Mr. Kruse reported that he had reviev/ed the schedule with Mr. Wolle before they met with the City Manager and the City Attorney that day to discuss it, and that at their conference decision was made to delay the public hearing on individual rezoning requests to March 25 and to set a public hearing on ordinance change i terns' only for March 18. Mr. Kruse led off a discussion of minimum gross floor area shown in the R-~ A category with recommendation that the 600 sq. ft. for 1 bedroom apartment and 750 sq. ft. for 2 bedroom apartment permitted was too low and should be increased to 750 sq. ft. and 900 sq. ft.) respectivelys based o~ comparisons he and Mr. Mylander had worked out with floor areas in the Handalay Shores Apartments and inquiry made to an area realtor. Mr. Iley proposed that these increases \~ere too high and not realistic. APPLICATION OF R-4 CATEGORIES (a) Bleakley (c) Robbins (b) Waddell The Planner recommended that the Board should be giving thought to whether it wanted to recommend application of separate R-4 categories (after Board approval) to the above listed three rezoning cases. Mr. Butler suggested that subject to acceptance of ordinance change the Board would recommend that the Bleakley and Robbins properties have R-4 A zoning and that the Waddell property have R-4 B zoning. General location was de$cribed 'as north of Sears Town bet\.Jeen Lotus Path and half right-of-way of Jeffords St. (excluding a 100 ft. depth of business frontage on Missouri Ave. (on the w~st boundary). Mr. Wolle presented applicatfon with information that it was on the agenda without prior reference to the Zoning Committee and that it was the intent.of the applicant to vacate the platted area south of Lotus Path. Mr. Wolle explained that the request had been filed for PUD without designation of classification (R or el), but that it was assumed to be for PUD-R and he was asking for Board recom- mendation on a PUD-R request (this he said he would later confirm with the applicant). The application was reviewed with consideration being given to surrounding land use and zoning and to the buffer type zoning under a controlled 'plan of development that would be provided by pun zoning. ~Eon mo~ion by Mr, Galloway, seconded by Mr. Mvlander, ~he Board voted unanimously to recommend approval of requested change to PUD-R zoning (Case Z-35-268).
