Minutes of the Meeting, Tuesday, februar~ 6, 19GB.
The n~eting was called to order at 3:00 P. M. by the Chairman,
Mr. Kruse. Present were Members Butler, Mylander, Harries and Morris,
Mr. Rettig of the Encineering Department, and Mr. Wolle.

The minutes of 1 119 meetings of January 16, 19GB, and January 23,
1968, were approved a~ sUbmitted in written summation to each member.

The Chairman presented this application for Board action with .
information that this was the only remaininB request pending action
and that Attorney Donald McFarland had not returned fo~ further dis-
cussion with the Board. Mr. Kruse reported on his discussion with Hr.
Wolle regarding a possibility that ordinance change items and zoning
change items might be included in separate ordinances, which might
provide the Commission with the opportunity to establish changes in
the ordinance before taking'up zoning requests. It was pointed out
that this would enable Commissioners to consider first changes to be
recommended for the R-4 classification. Mr. Mylandcr reminded the
~oard that a new ordinance has to be passed on three readings. Dis-
cussion indicated the general opinion that any R-4 zoning for this
Bleakley property should be more restrictive than ,the available classi-
fication in order to afford quality control of development and plan
for usage, and that this separated ownership with multi family zoning
under present R-4 restrictions would cons~itute an undesirable spot
zone.

classification, it was generally apreed to possibly establish as

In regard to Case 2-25-867, unon motion by' Mr. Harries, seconded
by Mr. Mcrris,'the Board voted unanimouslY to recommend denial 'of
the Bleaklev aonlication on the basis that it was felt the location
~
pf blanket R-4 zoning of oroperty in this area is undesirable at the
present time, that the Board has recognized that the existinp- R-4
is too broad a classification and has in nrenaration revisions to be
submitted to accomnlish .more refinements.
Mr. Wolle recommended that after Board agreement on concrete R-4
revision proposals, and with assurance of Commission approval of the
idea, that the Board might have a closed hearing with the applicant.
Mr. Kruse suggested t~at Mr. Wolle discuss with the City's Legal De-
partment the matter of two sepax'ate ordinances as previously dis-
cussed. It was arranged that Mr. Morris would confer with the Planner
in working out a detailed ordinance amendment proposal for subdivi-

sians of the R-4 classification to incorporate floor area ratio,
height-setback restrictions, and .minimum floor area requirements. This
was to be submitted for Board consideration at the next meeting.

STUDY REFER~ALS - COMMISSION
Chairman Kruse reported that at the City Commission meeting of
February 5:

City Manager Stierheim was instructed to oonose the request
comin~ before the County Board of Adiustme~~ to build a
restorium on the east side of North ~ercules across from the
Clearwater Airpark; that exception was taken to the location

as incompntiblo with tho airpark and as a possible future
source of difficulty if, aFter annexation, 1~c restorium would
be next to the proposed site of the County auto inspection
station.
That a request for ~nnexation of the proposed County auto
inspection site (at N. Hercules and Marilyn Ave.--Rutenberg
property) was referred to the Planning and Zoning Board for
study; that the County will hold a public hearing before the
County Commission on Feb. 13/68 on'change of its own zoning
on this property, and that the City Commission had expressed
its opposition to this site location. (Mr. Wolle clarified
that official request for recommendation on the Rutenberg
property had not as yet been received by the Board.'.
BAB REPORT MEETING

Chairman Kruse announced the official presentation of written
report by t~e Build America Better Committee to take place at a
meeting co-sponsored by city leaders the following Friday at 7:45 A. M.
. at City Hall. He extended an invitation to any Board members who
might wish to attend to do so. Mr. Butler suggested that copies of
, ,-,) this BAB report be requested for Board members. Mr. Wolle advised
that some would be made available to members.
PLANNER · S ITEMS
North Ward School Zoning

Mr. Wolle advised of a letter sent by him to the Pinellas County
Board of Public Instruction: (1) requesting a statement of non objec-
tion to R-4 zoning for properties involved in rezoning requests for
such change along Cedar Street in the vicinity of North Ward School,
and (2) suggesting the rezoning to UP", Public, of school-owned parcel
(school playground) at the southeast corner of N. Osceola Ave. and
Cedar Street to cornplete the school property in flp" zon~ng. Mr. Wolle
stated that when reply was received he would inform the Board. Mr.

HBA REPORT

Mr. Wolle stated that when all members had had an oppprtunity to
~look ovor the HBA report he. thought that tho Board should have some dis-
cussion or recognition of its content. He reported that he, along
with the City Engineer, had been given the assignment to prepare some
kind of summary of the report for the City Manager as to the division
of responsibility (City personnel or Consultant) for updating of the
Comprehensive Plan and other scope of services outlined in the con-

sultant report. Mr. Kruse commented on a report concerning the down-
town area that was to be made for the Downtown Association by a group
fnom the University of Florida (such report expected to be received
by the end of the Spring term).
ORDINANCE ITEMS - TRMlSITION AREA
Mr. Wolle presented and explained provisions contained in the

.~~ pine lIas County Zoning brdinance for a transitional type of zoning
(copy of agenda record). This was offered as a possible alternative
to the ordinance amendment proposal previously approved by the Board
for transitional noncommercial parking use as a special exception in
R-2, R-4 or R-M Districts. (See Planning and Zoning Board minutes of
Nov. 21/67.) The Plannerts recommendation was to keep to the proposal
for transitional parking. After consideration of these County pro-
visions the Board consensus was to reject such provisions, as it was
felt it would cause contention among property owners, confusion of the
zoning map, and was more applicable to rural zoning.
