01/30/1968 .r THE PLANNING AND ZONING BOARD. v/ ~ Minutes of the Meeting, Tuosday, January 30, 1968. The m~etinB was called to order at 3:00 P. N. by the Chairman, Mr. Kruse. Present were Members Myl~nder, Harries, Butler and Morris, Mr. Rettig of the Engineering Department, and t1r. t'1011a. The minutes of the meetings of January 2, 196B, and January 9, 1968, were approved as submitted in written summation to each member. Upon inquiries made as to Member Ralph Reade, the ~hairman advised that, according to report from his office, he was getting along well following his hospitalization. PLAN FOR EXTEUSION OF SKY HARBOR HOBrLE HOHE PARK - at-JNER: ~lIGHTNAN ( ALBRECHT, AND JOHNSON, ENGINEERS) - - The Planner presented and reviewed plan for additional lots in parcel previously annexeq with MH zoning (Ord.1140 - 12/18/67) de- soribed therein as: .-..) ~. -.... Plan for above area was submitted as a part of a master plan includinf' area proposed for future annexation. Explanation was made by the Planner as to one lot unmarked northeast of Lots 454 and 456 which should be identified and of the frontage of Lot 454 being beloH the required 40 ft. minimum. Note was also made of the northerlymost street to be named, including the cul-de-saq court. The Planner reported that, after- '",J discussion with Mr. Albrecht, he considered that the design of Lot 454 was practical and was recommending approval of the plan submitted (dated 12/9/67) with waiver of frontaee requirement for Lot 451~. Mr. Butler recommended for the Zonin~ Committee approval of appli,?ation for "B" zoningJ as due to the widening of Missouri Ave. it seemed reasonable to give this additional width of lot to enable the service station owner to relocate tanks. OF PAL!1 BLUfF ST. - RenoI"t from Subcomi ttee - Discussion of this application indicated a general consensus that under a change to an existing R-4 classification a pattern of low-cost or medium-cost projects might follow not in character with the existing area land uses and best potential of these ~laterfront sites. REPORTS - BEAUTIFICATION - Chairman Kruse reported that at a meet- ing of the Clearwater Beautification Committee held in Dunedin with the, Dunedin Beautification Committee a subcommittee was set up of which Mr. Harries and Mr. Butler were members, along with Mr. H. H. Carlisle, Sr.; further that ,the general trend of recommendations made by !1ayor Hougen was that the, City is going to try to get 13 people (city owners) under certain conditions to deed their lands west of Edgewater Drive I j to the City. He advised that the City Attorney did not go along with the idea of leasing these lands. ZONING TO COMMITTEE'- Z-31-16B - LILY ~oJHITE LODGE - The Planner presented details of this application for change in zoning from' R-2 to R_l~ for Lots 39 and 40, Block D, GreentoJ'ood Park tJ2 Subdivision (north side Engman Street). Information was obtained that: , <.j This negro group that has'owned the property for 10 years now is in position to build a lodge (meeting hall) there, but it is not zoned for community usage. Application stated that at the time the lots were purchased zoning permitted building a meeting hall. The Asst. City Attorney would not accept their application for decision as a Board of Adjustw.ent and Appeal on Zoning case. Mr. Wolle gave some details of activities carried on by the lodge as reported to him. He made explan~tion that after Mr. Finnegan's previous application was denied without prejudice' by the Commission he had resubmitted his application. Mr. Wolle advised that the Com- ,mittee could withhold any action) if it wished, until receipt of plans of proposed development 'which he was expecting the applicant to submit to him. The Board agreed to take action on this. application without committee referral. MOBILE HOME PARK EXTENSION - CHAUNCEY - CLEARWATER TRAILER COURT - Location was described as abutting Lakeside Trailer Park, off Gulf-to-Bay (being a mobile home park in existence before the passar,e of reBulations settine up the Mobile Home Park zoning classification). The Planner presented p)an showing two additional lots, with information that the existing lots in the park have contained 2500 sq. ft. or less per lot. Upon recommendation of the Planner, Mr. Butler made a ~otion that the Planning, and Zoninq Board recommends aooroval'of 2 adctitional lots to Clearwater Trailer Court as indicated on CODY of plat (in Rreen), such lots being aoproximatelv 2500 sq~ ft. in area, subiect to stich variance in lot size being anoroved bv the Board 0= Adlustment and Appeal on Zoninr., His motion~ seconded bv Mr. Harries, was oassed unanimously. REPORTS - ZONIHG SCHEDULF. - The Planner informed the Board of rCCOTi1- mended dates for the next Zoning Public Hearing of Harch 11 or March 18 as submitted to the Manager in communication from the City Clerk. He said that such date had not yet been finalized with the Mana~er.
