The Planner noted that there was a trend for demand for more " ' apartment usage abutting commercial strip-zoned arcus. He thought that this ~ran5itional and mixed development demand would be a factor in a~y Board consideration of providing for expansion of apartment zoning. The Planner informed the Boar.d that this agenda. item was referred to the Planning and Zoning Board by the City Commission for zoning recommendation. Mr. Wolle reviewed County zoning hi~tory of this prop- 'erty involving a request by the owners for zoning for expanded parkins areas. During hearings on this request strong opposition by residents o~ adjoining single family subdivisions was reported. It was learned that the County had allo'tJed parking on additional lots abutting N. Haines Road, but had denied a change which would have allowed parking on lots to the east of the existinr, gardens and parkinG (at end of residential cuI-dc-sacs), Mr. Wolle ex?t'esRed as his understanding th~t the Manager and the City Commission l.IJere inclined to "p,o along Hi th 1 . Refer'ence was made by some members to the City's action an Sept. 18/67 authorizing p voter referendum on Nov. 14 to determine whether the City \olill annex the unincorporated areas generally betHeen Union Street and Belleair Road from the Gulf of Mexico to Tampa Bay. It was the opinion of these members that, consistent \vi th the referendum proposalt it might be desirable that the City ask for annexation of the total Kapok Tree tract.
