M. were Members Mylander, Butler, Iley and Harries, Mr. Rettig of the Engineering Department, and Mr. Holle. The meeting was called to order at 3:35 P. M. when the arrival of Chairman K~use and Member Swan constituted a quorum, the Chairm~n having been detained at another appointment. , I Pri1oI" to a quorum being pz'escnt, there 'was some preliminary dis- cussion 'with the Planner to farnilial'ize members \-1ith background infor- mation regarding agenda items. I The minutes of the meeting of February 28, 1967, were approved as submitted in written su~mation to each member. Upon suggestion of the Chairman, it was moved by Mr. Mylander, seconded by Mr. Harries, that Paul Rettig be named as an interim mem- 17 ~ bel'" of the Board oending replacement of Don Wiliiams by the City Com- mission. Motion carried. DISCUSSION - DUPLEX - UNIT OWNERSHIP (continued from 2/28/67) - r:: At 3:40 P. M. Mr. Frank Feraco, Builder, met with the Board and presented his proposal for erection of duplex struc.tures with'provision for separate ownership of each of the two units along with one-half of the lot. Some information given was that: The tract of inquiry contained a rOftl of 10 lots (ea. with 100 ft. ~rontage) located on the south side of Harn Boulevard in R-2,. He had advertised the opening of these two duplexes the first part of February; over BOO people came out to look at them,' but he had not sold them as yet. The price range of these houses was $29,500 to $35,000. These were quality duplexes with 2 baths and Fla. room for each unit and were similar in plan to houses he had bui 1 t in t:l€ HeH York area. He was reminded that the Planning Board is only advisory to the Commission. Chairman Kruse eornmented that the original concept of row houses, as far as Clearwater was concerned, was to limit them to grounds that couldn't be deve~oped any other way, and this has been the thinking of the Board in regard to this type use. It was confirmed to the builder that tri- plexes would be a permitted use in the multi-family zone en the north side of Harn Blvd. opposite his 10 lots, but were not a permitted use in a duplex zone. Hr. Feraco expressed agreement with an opinion of- fered by Mr. Iley that perhaps he had overbuilt for the market demand in this particular site area and that a lower cost model with fewer extras would attract more buyers, After some further exchange of infor- mation, Chairman Kruse advised Mr. Fe~aco that the Board would discuss his request and that the Planner would let him know of any decision. 4:15 P. M. Mr. Feraco thanked the Board for its consideration and left the meeting. In the following discussion, the consensus of Board opinion was op- posed to the idea of duplex structures as a rowhouse type. It ~las felt that the agreement stateq by the. applicant to explo~e the lower price .field wculd probably provide the solution to his particular problem. DISCUSSION SIGN SETBACK - R-4 & R-M AREAS (continued from 2/28/67) - The Planner conducted a review of a study chart distributed out- lining his proposal for revision in sigl; setback requirements in R-4 and R-H Zones (copy of office' record) - prepared Hith the intent to reduce the incidence of sign appeals to the Commission. Hr. Wolle re- ported on his field oQservations of motel signs on the Beach as made with Mr. Hylander and Mr. Harries. Mr. Holle summarized the above pro- posal' as based on the retention of the existing 80 sq. ft. and 120 ~q. ft. maximum size with a 5 ft. minimum setback, but' providing for a per- ' , . centage reduction in maximum size for signs erected closer to' the right- "of-way line~ He further reported that the City Mana~er had indicated , . ~. ' .,-, that he would like,to retain the existing standards for application to new areas and have any revised standards set up to apply to already de- veloped areas. It was recognized that there would be difficulty in .i j I, . making determination of what is new area. \ ' . Chairman Kruse commented that his reaction was that the ordinance .requirements should not be changed and suggested consideration of the advisability of setting up a group or board to hear appeals on sign variances. He thought that the proposal presented was all right for study on the basis of being a possible guide for non-conforming sign requests. After some discussion of this idea, the Chairman request.ed . , the Planner to investigate the matter of the possibility of an appeals organization of some kin~ just to hear sign variances. The residence on the site was presently being utilized for church usage through a special exception approval granted by the Board of'Adjustment and Appeal on Zoning, but evidently they don't want to establish a church there. .Ie Owner desires to have the property rezoned in order to establish a 1 story private hospital (number of beds contemplated not stated). "ll 'for change from R-2, Duolex, to R-~ or R-3 PUD (Case Z-7-367) be de- nied based on the following considerations. 1. Area has substantial single family homes on north, east and west of tract. " 2. Property is presently zoned R-2, permittine two-family homes and has been approved for church usage by the Board of Adjustment and Appeal on Zoning. These uses are the most de- sirable as well as appropriate for the tract. 3. The Highland and Druid Road corner is critical traffic point.
