Present by invitation were the following members of the City Beautification Committee: Mrs. H. Hervschaft, Mrs. Fred Culler, Hr. H. H. Carlisle, Sr., Mr. Albert Rogers, Mr. Eddie C. Moore, Parks and Recreation Oi- recto~, Mr. Virgil Dobson, Parks Superintendentu Alao pr.esent were Mr. Victor E. Brodeur, Jr~, Chairman Chamber of Commerce Beautification Committee, and Mr. Elmer Sh~fer, Chairman of the Community Development and Civic Activity Committee of the Clearv1ater-Largo Board of Healtors. Chairman Kruse introduced Mr. Shafer, Board of Realtors rgpresen- tative, and Mr. Brodeur, Chamber of Conwerce repreaenta'tive, to the group. In preamble remarks Mr. Kruse explained that the City Beauti- fication Committee is more o~ less a clearing house through the City Commission to coordinate efforts of various groups wishing to carry on beautification projects. He set forth as the purpose of this meet- ing a joint discussion of City beautification projects which have been 'unde~taken, or are proposed, in that on the part of the Board it was fel t tha1: there wa,s a distinct overlap of inte!'est between the Com- mittee and "the Board. He added that the groups should have had a meeting lon'g before this, but due to busy involvement in different Board activities such a meeting had not been called 5ooner~ Mrc Kruse informed the group that the interests of the Board are the proposals ~lhich have been defined in the City Plan of the City. The Chairman then outlined two Board proposals as depicted on large dI"a\~ing displayed of the SUBgested Development Q,f the Central Business District (plate as contc.tined in the Comprehensi va Plan RepoT't). Smaller p~ints were passed out for reference. first - Development of a ci vie CenteT' on -the ,.,est side of Osceola, partially implemented to date by location of the Chamber of Commerce and 'the re~ova tcd Libt'~1I"Y bu i:1 dinps near DreH Stl'ee t on the no~th, the ne\o; County COUy,t House em tlll:':' south ~ and th0 ..: ", ',j ;.' .:.' :.:'.. . ::',: ~':' . Prime reason for the mall proposal, as t.Ji. th examples cited . in other sections of the country, was given as to try. to rejuve- nate the downtown area. In this connection, Hr. Kruse furnished some information as to thought being given at the present time to revision of proposals to extend Chestnut-Court to connect with Pierce as a l"oute to the Causeway Bridge.. He stated his under- standing that some study was being made, but that the Board had not as yet been submitted plans. The future possibility of the abandonment of downtown railroad tracks in the event of the an- ticipated merger of the two railroads was noted as a consideration in the central business distl~ict development plan. It was re- called that after objections from surrounding owners, d~cisiori was made by the Commission not to ~elocate the tennis courts in the Park. Mr_ Kruse expressed the opinion that there seems to be new thought on the part of the City Commission at the present ~ime to make more use of " the park. " <) ~d~~wat~ Dr~~ - reference was made to instructions received by the Board from the Co~nission for a survey and recommendation in- volving a study design for a project of beautification and shore pre- servation of this waterfront area, along with a determination' as to the possible 'need for widening of this drive. Collaboration with Dunedin ,was to,be a ~art of the study planD The possible alignment of Alter- nate 19 as such to another route was mentioned' as a matter that would ,affect F.:dgewater Drive adversely as a scenic approach to the City~ In this regard, mention was made of surveys being made by the City in con- nection with the planned Myr'tle Ave.. extension acr-ass Stevenson Creek to tie in with Dciuglas Ave.. This extension; Mr~ Kruse thought, would be' considered as a probable Business By-pass from Alte~nate 19. It " was reported Lhat a committee of the Board comprised of Members Butler, Harries, and \-1illiarns had made preliminary study plans for improvement of the EdgeNater Drive waterfront (copies Here passed out for review and were discussed). Mr. Kruse suegested that after plans were completed, the' Board probably would want to have another meeting with the group to review this project. ~ \ , , "> .;~ "",: ' /l\~:' '/~~ ..; :+ .:~ " ~ >- ,". ,.:':'~:- .." :' ' . ,.', : .:', ;';',~,I: I~": ':,i :i, "~_~: if'.: 'i"':~ '.', :.'::' :' '.~"': ,r .:.: 1< '".,',,\.,': ':: L: : ':':<":', "'" ~'.:: ,l:'" ',' ;':-~; \ ~.~ ,:j .:::<1':': ''',: ';:; .
