The met!ting was called to order at 3: 00 P. Mw by the Chllirman, '
Mro ,Kruse. Present were Hembers MylandeX'l. Iley, Reade, Butlel", Williams
and Ghlloway, M~. Rettig of 1:11C Engineering Depa1"tmen't, and Mr. Wolle.
Due to a time li.rnitation apPI'oval of the minutes of the meeting

At 3:00 P. H. the following I'epresentatives from the realtors,
board were present~ upon invitation~ for an info~mal discussion of the
new sign ordinance proposals made by the Planning and.Zoning Board:

,Chairman Kruse welcomed the group and in introductory remaI'ks gave a
-, brief resume of the Board's recent sign studies leading to i~B sub-
mittal to the Commission, first in January of a partial ordinance revi-
sion pertaining to commercial advertising signs, and some time later of
, ,
a complete new ordinance covering both premise and off-premise signs.
Mr~ Kruse advised of unsuccessful effo~ts made in meetings with commer-
cial advertising sign representatives to I'each an understanding as to
revisions to effect stricter controlsw Information was given that the
Board had received a copy of the Board of Realtors' letter submitted to
the City Manager making report covering its study of the proposed sign
ordinance (copy of such letter had been distributed to all Planning Board
membeI'ls prior to this meeting). ~fhe Chairman ci tad as reasons for the
Board's growing concern the multiplicity of signs and lack of specific
control over obj~ctionable features of many existing signs. He stressed

Board's interest was solely in the improvement of the city and that it
did not w.nnt to curb or curtail any necessary bus:i.ness operation. He
made reference to evidence of growing national awareness of the billboard
problem.
Nr.. Iley fu'Vther explained that the Board felt that the old ordi-
nance was inadequate and that he thought that it was important that this
Board and the Board of Reul~ors reach some point or common ground as to
what is the or,derly development of signs~ His opinion was that the
Realtors Board was interested in getting down to specifics regarding re-
quirements.
Vice Chairman Reade reaffirmed that the Board recognizes the 1e-
g~timate need for every business to have some kind of a'proper,identifi-
cationt but that it was concerned with the possibility of having areas
develop like those in pictures displayed in a booklet illustrative of
inadequate sign controls. He also passed to the realtors enlargements
of selective photographs of signs along Gulf-to-Bay, Cleveland, and
Missouri Ave. as an exhibit of the kind of situation that is developing
that may destroy the appearance of the city.
Upon the Chairman's request, the Planner offered clarification of
some points of apparent misunderstanding of the Board's recommendations.
Explanation was given of definition of activated, flaShing and animated
as used, and Mr. Wolle confirmed that the proposed ordinance pet'mitted
flashing or activated on-premise signs (in commercial districts) if
flush with a building which is 50 feet from the right-of-way line.

At the conchmi.on of these discussions, Mr~ Shafer expressed ,
agreement in principle 'tha-t on-premise signs should have some limita-
tion .on them, although it was his opinion that as a matter of practi-
calityreasonably accep~able new controls would have to be adopted
ini tially with the view to upgl"ading the ordinance through the years.
The committee was receptive to explanation given.as to the necessity
fot" a, ne~" ol~dinance rather than amendment or the existing ordinance.
Finally it was agreed that the Planning Office would prepare a written

draft inclusive of the above revised recommendations "to be resubmitted
to the Real tors I Committee at another j oin't meeting two weeks from this
