The mee.ting was called to order at 3:30 P. M~ by the Vice-
Chairman, Mr. Reade, "rho presided in the aboence of the Chairman~
Mr. Kruse, who was on vacation. Present wera Members Mylander, Logan,
Gates & Williams, Mr.. Rettig of the Engineering De.pat'tment, and
Mr. Woll.e.
Chairman Reade recognized the attendance of HrD John Hen'flY
Logan, Jr. and expressed his pleaaul"e in having him serve with the
Board.
The Minutes of the meeting of l'1ay 19, 1964, were approved as
submitted in written summation "to each memheT'~
ZONING - COUNTY CASE ZC-0056-54 - The Planner repo~ted that the

County Zoning Office requested zoning comment. The property was de-
scribed as approx. 430' on the east side of Belcher Road and 300 ft.
in depth (3 acres) located north of Gulf-to-Bay Blvd. Request was for
change from existing zoning of C-2., General Retail, to C-3, Comme'r'cial
liholesale & Warehousing. The Planner pointed out that land uses to
.~i the south of Drew Street on Belcher Road are for a printing business,

drive-in theatret fuel oil storage, veterinarian, and bakery. The
property faces into the Constantine parcel on the west side of Belcher,
which accot'ding to a plan previouslY discussed with the owner, is anti-
cipated to be developed as a commercial park (l~eference is made to
Planning and Zoning Board minutes of 7/25/61). Mr~ Wolle reviewed
previous zoning history of the property in this case as related to him
by Mr. Page of the County Planning and Zoning Dept. involving their
recommendation at one time for change from C-2 to C-3. It was reported
that due to objections by ~esidents of an adjoining area, only the
\-1oody the Printer property '.lIas changed to C- 3, rather than the entire
tract. Mr. Wolle recommended that in order to protect the area south
of the theatre for possible future conversion to higher restricted uses
and to protect the opposite Constantine property, the zoning should not
be changed as requested.

real estate office use by the Board of Adjustment and Appeal on. Zoning

ported concerning recommendation made by him to Mr. Coleman that an
application if filed for his individual property be expanded to in-
elude at least 40% of the block~
Land use and existing zoning in the area "laS reviewed.. Comment was

The R-4 zone on the south side of Court Street is occupied
.. by some single family homes. The R-? zone to the rear of
the R-~ strip on the north side of Court is predominantly of
single family occupancy. 1~ese homes would be adversely affected.
Existing homes on the north side of Court to the east of
Hillcrest are substantial and a change in zoning might create
an undesirable strip of semi-commercial home occupations.
Existing R-4 zoning ~ermits a highe~ intensity of ~esidential
use, such as apartments and motels, and additional uses as
special ex~'eptions (2. clinic at the corner of Court' and Hill C1"est
was establiShed as a special exception).

In the Board's zoning studies (1960) it was thought that this
entilte triangle "to the east of Hillcrest and southwest of t'he
Gulf-to-Bay frontage might evolve into a mul"ti-family zone.
