Minutes of the Meeting, Wednesday, July 3, 1963.
The Planning and Zoning Board met at 3:30 P. M. wi,tb Mr. Kruse,
Chairman, presiding. Present were Members Reade, Swan- xand Gate-s,
Mr. Rettig of the Agi.ne+ering Department, and Mr. Wolle. This Special.
Meeting was called for discussion of •t:he. Proposed Ordinance on Zoning
Procedures.
The Hoard reviewed draft of the proposed zoning ordinance (as
revised by the City Attorney 6-27r-63) which had been mailed to members,
prior to this meeting. Various additions and revisions were recom•-
mended and approved, an confirmed with the City Planner and entered in
the Planner's master copy of subject draft ordinance. Major change
recommended was in clarification of. Sec. 6 PUBLIC NOTICE AND PUBLIC
HEARING, Sub-paragraph (d) to the effect that notice to property owners
as provided for would include property owners in the County within
the prescribed 200 ft. It 'was questioned what the fee concerning a
zoning change should be. It was the opinion of the Board that the
$20.00 filing fee indicated in Sec. 4(2) was inadequate and should be
increased on the basis of estimated costs, Concerning. form it, suggestion
was made that lettered sub-paiagraphs under numbered sections might
be preferable. The Planner advised that he would transmit record of
Board recommendations in a memorandum to the City Attorney.
The Board discussed a recommendation by Mr. Swan that the Board
should have some set procedures for public hearings. The Planner read
for the Board's information a rough draft of a "Guide to Applicant" form
which he had prepared for study. Hembers further requested that a
copy of pertinent information concerning a zoning change request be
furnished them prior to the scheduling of a case for Board ebnsidera--
tion.
Planning literature was distributed.
The meeting was adjourned at 4:45 P, M.
