APPEA~~: Appeals to the Board may be taken by any person, firm or corporation aggrieved or by any officer, department, board or bureau of the city affected by any decision of the Building Inspector in the enforcement of this ordinance. Such appeal shall be taken within twenty days by filing with the Building Inspector and \vith the BOD-rd, a notice of appeal specifying the glounds thereof. The Building lnspector shall forthwith transmit to the Board all of the papers constituting the record upon which the action appealed fronl was taken. Each appeal shall be accompanied by a fee sufficient to de,fray the 1). 'I J "ft"", cost of processing such appeal and as many copies of all documents and exhi- bits as may be required by the Board. SECTION 4.. STAY OF PROCEEDINGS: An appeal stays nIl proceedings' in furtherance of the action appealed from unless the Building Inspector certifies to the Board after the notice of appeal ~hall have been filed with him, that by reason of facts stated in the certificate, a stay would, in his opinion, cause imminent peril to life or property. To authorize u~on an appeal in specific cases a variance fr~m the terms of this ordinance. where by reason of exceptional narrowness, shallow- ness or shape of a specific piece of property existing at the time of enactment of this ordinance, or by reason of exceptional topographic conditions or other extra-ordinary and exceptional situation or condition of such piece of pro.perty, the strict application of the terms of this ordinance would result in peculiar and exceptional practical difficulties to, or exceptional or undue hardship upon I li <' ....-, I -..,.1""' the owner of such property.
