to him f'or his comments on policy and procedures of the Board by stating
that the Planning Board had been charged to see thalj a mast.er plan for the
City is made and wanted his opinion on how '~he Board can best serve the
City and how 1~~. Volle's services can best be utilized~
Mr. Tallent stated that.as it had been set up, the Planning Division
is 'a division wit.hin -the Public \/ork5 Department. From an organ.izational
standpoint the City Planner is directly responsible to the City Engineer~
As to the status of the Planning Board, Mr~ ~l'allel1t said that this is
sattled by la\'l and until the law is changed we wIll have .to abide by ~t.
Under the law there is to be a Planning and Zoning Board and thi.s Board's
members are to be appointed in overlapping terms and be in an advisory

for him to taka the responsibility of reviewing subdivision plats..
In conclusion 141-. Tallent stated that on matters requiring action of
'the City Commis.sien, it should come beroro the Board first and then through
