prehensive plan requiring basic studies of all the important elements
that should enter into the plWlo ' This can be done by organizing a
group within tho City government to do the work or by the employment
of a firm of professional city plannerso
2~ Next, the elements or the plan should be listed; such as
streets, highway s, parking, schools, parlcu and playgrounds. ete..
3. The physical improvements that are needed in the City should
be lis'ced.

planners an arrangement should be made ld:th tIle firm tha't CJn completion I
of the plan the firm permit the City to employ permanently one of tho

Mr. Dair pointed out that help in the preparation of the plan
may be available from such agencies as the Public Administration Service,
the Extension Division of the University of Florida and other non..

Plan and on financlng it.. He stated 'I.hat uuder the 701 program, the
Federal Government will pay up to 50% in the form of a gra.nt i'or
developing a workable program 0 The other requirementH of the 701
program. are that the City should have had a population of less than
25,000 in 1950 and t.hat there be a State organj.za1.iion ~tlich can give
super'/ision to the preparation of such a plan. Ih~ Daid th,~t IiIr.. Baril
was employed by t~he State as a supervi.sor so that Florida cities ",ould
be able to qualify under the 701 program.. His office is in Tallahassee"
