Joint meeting of Zoning Board and Planning Board.
Present were Zonins Board members Hamlin, Nodine, Shepherd, Marquardt,
Constantine and Anderson, Planning Board members Kruse, Reade, Norton and
Harrie s .

The meeting was opened at 7:00 P.M.
This meeting was held for the purpose of discussing changes of the
present setback lines on main roadways within the City limits on "M R lff.
The entire meeting was informal. Mr. Kruse and Mr. harries explained where
dedicated rights-of-way within the City limits are already establ$shed and
stated that the only way in which adequate street widths may be obtained is
by requiring sufficient setbacks for new building construction. If this canl
be accomplished before buildings are erected on these streets, the City will
save substantial expenditures for purchase of structures and (X) ndemnation
and other litigation expenses.
There was a good deal of discussion of undeveloped streets. Mr. Harries
presented Mr. Hamlin, chairman of the Zoning Board, with several prints of
"M R 1", with the "M R 1" streets within the City limits drawn with red
pencil, and with the desired setbacks defined on the drawing. The Zoning
Board was requested to study this dra~dne \nth the objective of approving
it. After Zoning Board approval it would .be given to the Building Inspector,
and other City departments for implementation. It was recognized by all that
the specifications shown on the drawin~ will not have legal status by means
of which they can be enforced and acceptance by rpoperty o\mers will depend
entirely on persuasion.
