Chairman Kruse called the meeting to order at 3;15 P.M.
Present were members Kruse, Harries, Homer, Levison, Norton, and
Reade, ex-officio member Lickton, Niclc Roippon of the City Engineer's
Department and Joe Devlin of the Clearwater Sun.
Air. Levison moved that henceforth, reading or the minutes of the
previous meeting be dispensed with in the interest of saving time, and
that members read the minutes individually before meetings and simply
approve their at meetings before they are transmitted to the City Conmiission.
Air. Kruse reported that nothing had been heard from the Merchant's
Association on off--street parking and that he will follow up this matter
with the Merchant's Association.

It was agreed that Air. Lester Crook, Traffic Engineer for the City
of Clearwater, should be invited to attend the next meeting of the Board
for the purpose of discussing downtown parking.,
There was a brief discussion of the annual meeting of the Planning
and Zoning Association of Florida whicli is to be held in Clearwater this
fall. Mr. Kruse and Air. Homer offered to serve as a co-ordinating corwnit
on arrangements for this meeting.
The minutes of the meeting of December 29th were approved without
being read and it was agreed that it would be unnecessary to send a copy
of these minutes to the City Commission, but of all niectingi s beginning;
January 12, 1956. Air. Lickton requested that a coley of the minutes be
furnished to the City Lngineerts office also.
The minutes of the meeting; of Janivary 13th were approved for trans-
mittal to the City Coiwnission.

Mr. Harries reported that the location of the IIoward Jofinsont s
Restaurant on Clearwater Beach had finally been ooricluded.
Air. Kruse stated that the report of the University of Florida
students' study of Pinellas County would be presented at a meeting in
.St. Petersburg's Municipal Building, Friday January 20, 1956 and hoped
that other members of the Board besides himself would be able to attend.
Air. Hower again called attention to the danger of all of Pinellas County
being arnrexed by St. Petersburg into a large metropolis for the purpose
of relieving St. Petersburg's tax situation. He urged that Doard members
attending the ineeting be watchful for any sucli movement.
Air. Kruse annotuiced that there would be a mieeting of the National
W. Citizens Planning Conference in Washington D. C. this year and said that
it would be very helpful to Clearwater if one of the members of the City
Coullission would attend, that meeting..
Air. Kruse stated that one of the Island Estates partners had
requested a certified copy of the Planning Boardts resolution in which
the Island Estates application was approved. All of the members of the
Board felt that Island Estates should obtain it from the City Clerk if
the City Coniiission was willing rather 'than have the Board furnish it.
Air. Kruse stated that Air. Sinith of the Dank of Clearwater had re-

quested the Board through him to undertake a study of the area which
includes the finger oianed by Mr. Smith opposite the MLuilcipal Auditorium.
The reaction of the members of the Board to the ro(juest was negative in
view of the urgency of Completing the over-all flan for the Cite and
particularly the Highway and Traffic flan. To reaffirm this, Mr. Homer
moved that the Board should complete the llighway and Traffic Plan, avoid
any diversion, and riot undertake any other projects until. this is coiitpleted
except by request of the City Cou ridssion.

Since the FIighwa.y and 'traffic Plan has roached a point whore its
completion must be done by A1r. Harries, Air. Kruse and Air. Rompon, and
other elements of the over-all plan for tho City must be co-ordinated
with it, it was decided to divide the Board into one-man committees,
each of which would undertake specific portions of the over-all-plan.
Mr. Harries and Mr. Kruse will handle highways and traffic, Mr. Reade
utilities and drainage, Mr. Norton transportation, Mr. Levison schools
and parks, Air. Musearell.a legal aspects of the plan, and Mr. Homer
scheduling and statistics.
Next Mr. Harries explained a neap of the proposed Highway and Traffic
Plan on which the routes of four diagonal highways radiating northeast,
and southeast from the City were shown in rod. Mr. Honer moved that
these four diagonals be tentatively approved by the Board and that the
map be designated "Master R 111. Mr. Reade seconded the motion which
was unanimously approved.
It was proposed that it wo-ild be advisable to have another joint.
meeting with the City Commission and the Chairman was authorized to
request such a meeting for two weeks froui today, Thursday February 2, 1956.
The meeting adjourned at 5:00 P.M,
