Sun<lo.y, December 18, 1955, for a conference with the Island Estates, a partner- ship, and the Board of Conmdssioners,' City of Cleo.rl~ater, concerning a revised plan for the development bf the Island Estates property in Clear- water Bay on the north side of Hemorial Causelolay. Commissioners Bohannon and Kennedy of the Board of Comndssioners, ~!essrs Armston and Skinner of the Island Estates, a partnership, and Planning Board members Harries, Homer, Levison, Norton, Reade, and Kruse were in a.ttendance. Hr. Reinhold Rogers of' the Clear\mter Sun sat in on a portion of the conference. In order to advise those present of the past history of the project, a r6sumll of the actions taken was given by Hr. Kruse. Follotdng this, individual members of the Planning Board expressed their opinions con- cerning the development layout as did COlmnissioners Bohannon and Kennedy . and }lessrs Armston and Skinner. Hayos, received information fr01U some source concerning this meeting and requested per- mission to sit in on the conference and express their views of the project. As the intent of the coneerence was to analyze the merits of the develop- ment from a design or pla.nning view point, these gentlemen ,,,ere adyj,sed that their contributioh luight be premature. "1,," I' I r A CLEAm~A'rEn CITY PLANNING BOAIW Hay 13" 1955 to December 15" 1955 At the first meoting of the Doard its proposed activities were agreed upon" as outlined in the minutes; these activities leading toward the eventual preparation or a general plan of physical improvement for the City. Information bearing on its objectives has L~en and is still being assembled.. including population forcasts" traffic counts", present reg- ulations on land-use and subdivision" and State", County and City maps and aerial photos. Conferences have been held with Federal" State" County and City officials on many phases of planning. Co-operation with neighboring cities in planning has been recognized ..--., } as vital to the City's general plan and this Board has aided in the organization of the Upper Pinellas County Regional Planning Board. The Board's Chairman has represented the City at the National Planning Meet- ing in Montreal in September and at the State Planning ~illeting in Jackson- ~ villa this month when Clearunter was chosen for next year's convention. He and o~her members have attended the rirst meeting of the Upper Pinellas Planning body and the forum in st. Petersburg \vhich lawlched the Univer- s:l. ty of Florida t s study for a regional Illan for Pinellas County. Citr Engineer Liclcton's loan of lrls assistant" Nicholas Hompon" has been of great help and has enabled the Board to make a start on the general arterial road scheme, on studies for street ex.tensions} and 011 exist:ing and recommended rights-or-way. He has provided data promptly for studies of specif-ic planning items. The controversial Island Estates pInna first were discussed with members of the Board by the Hayor and City Manager May 26, 1955. The plans have talten up ,~ho.t seems to be a di.sporport10nute share of the Boardts time.. with that projectts final disposition still in doubt. It is hoped that the proposed plan of arterial streets for the Clear- water area will be ready early in January for submission to the City Commission for their approval or correct1on. It is further hoped that this may become a part or the County plan so that the required rights- of-way may be secured und established to the end that all future land subdivision plans will conform to it in layout and width or streets. . Studies of the future development of the area bounded by DraWl Osceola..
