Present were members Kruse, Homer, Norton" Hal-rios" Ronde and ex-offioio member J,iokton. Mr. Joe Devlin of the Clearwater Sun was also present. The minutes of the November 3, 1955, meeting were ~ead and approvod. Mr. Kruse read a memorandum \Y'hic.h he had 'in t'ten to the City Commission regarding the dedication ot City property at Hamden Dr. and Firat st~eet for private purposes. The memorandum is as follows: "The reques~ for vacation of street. right-of-way by the Sea-Air Motel, Hamden Dr. and First street, Clearwater Beach, was submitted by the City Engineer to this Board for its consideration and recommendation. At the meeting of the Board -) November 3, 1955, dioision was reaohed that the granting or this r6quest ,~ ~~ would not be in the best interests of the City as the existing large radius curve is necessary tor traffic requirements a~ this intersection. No structure should be permitted ldthin the right-or-way to obstruct traffic". ~~. Kruse also read the ~ollowing memorandum regarding the use of City "owned property opposite the Marina: "The attached preliminary scheme for the development of the subjeot lands and thoroughfares is submitted for your consideration by ~h1s Board as an initial study or one of several detailed planning problems winch this Board considers to be or vital interest and importance in its planning objective. This development scheme has a two-fold significance~ 0116 a solution of the traffio problem at the west end of the Causel~ay and vicinity and the other tho creation of an appropriate monumental terminus to Memorial ., '~~..} Causeway. A realignment of the ourve at the west end of the Causeway to remove a dangerous traffic hazzard. 2. The construction of a fixed four-lane bridge on the proposed align- ment of the Causeway which would be adequate for vehioles and pedestrian traffic and whioh would have clearanoe for muoh larger . boats than is pe~11tted at the present time. 3. The creation or a one-way traffic pattern between the br1~ge and ~ Mandalay Avenue with provision for access to and from intersecting streets and abutting properties. 4. The provision ot a Mandalay Avenue alignment by-pass to Gulfv1ew Blvd. for one-way south-bound traffic in ~he event an inter-island boulevard materializes, in which case one-way traffio north on present Coronado Drive (ruture extension or Mandalay Ave.) would be advisable. This traffic pattern will relieve greatly the oon- gestion at the Causeway Blvd.-Mandalay Ave. intersection. 5. The oreation of a memorial park, the architeotural feature ot which might include a monumental structure,. f"ountain etc. This will require the ultimate removal of Park 1Jm. 6. The utilization of the present shuffle-board park area for a build- ing to house a public facility or be disposed of ror private enter- prise. The development of the area embraced by'tlULs proposed scheme is of " tar reaching importance in tIns City's program to become the gem city ~r "The Sun Coast". It is intended that this developmont will oontribute materially to the oomfort and safety of the public and be a distinct added attraotion to the beauty of this City." A ~ormal motion by }w. Homer, seconded by Mr. Norton, to approve the above memorandum was carried unanimously. Mr. Kruse next introduced the quest10n of use of City property , fronting Clearwater Bay between Cleveland Street and Draw Street. This would involve the use of Coacbman Parle and l,ould require informat.ion trom Maas Bros. or their intended use of the property whiCh they have acquired from the City. In the discuasion it was proposed that a Band Shell be included 1n the development of the area by the City. This arroused aotive discussion and some members of the Board expressed the opinion that the City Auditoriuml after being improved, and the Jack Bussell Stadium could be used more advantageously ror Band Conoerts and the expenditure for a Band Shell should be avoid-ed. It became obvious that an agreement would be impossible in the time available for dis- cussion at this meeting and therefore the discussion was conoluded by authorizing the chairman to request a meeting with Maas Bros. executives and to inform the City Commission that the Board contemplates a study of the area. The cha.irman's memorandum to the City Comndssion is as follows: "The chairman of this Board has requested informally that the City Manager arrange a conference with one or more responsible executives of Haas Bros. This area, of course, includes the Haas Bros. holdings and Coaohman Park. AB was planned the Board then left the office for a rield inspeotion ot the proposed Myrtle Ave. extension. This was partioipated in by Messrs. Kruse", Harries, Norton", Homer and Reade in Mr. Homer's ea.r. _ J' The proposed right-of-way was examined from Drew st. to the intersect- 1;,i.on wi t.h t.he ACL Railroad thence north paralleling the east side of the ACL to Pairmont and thence to Stevenson's Creok. The required right- ot-way appeared to be free of ex.pensive buildings, whioh would have to be condemned, and other obstacles. Two or more alternative crossings of stevenson's Creek are available and will require furthur study be- ~ore a final choice is made. One route would cross the creek with a causeway and bridge to Overbrook Park then through the park and over Springtime to Douglas. The route north from MYrtle to Fairmont appeares free of diffioult obstacles.
