here during the School term with no t dtion to par, and this increased
attendanoo of pupils necessitated the employment of more teachers, ehloh
called for more ammy. He said there were two remedies, one charging * V
r non-resident pupils tuition, and the other the levying of a xdll tax
for two years by the City. After the two Tears he anticipated the laws
would be changed allowing the people to levy the necessary millage to
keep up the shools. He also stated that he did not favor the plan of .,; charging tuition to non-resident pupils as he thought it would hurt
the City as other City's did not make any charges for these pupils. ;.
Mr. Freeman asked Council when they called an election to vote on a
millage for Publicity Purposes to help the Board of Trade pay for adver-
tising the City , that they add one (1) mill,te be voted on soperate, frm
the Publicity Fund willage, for two years school purpooes for special ; i? .. .
Sub School District #2. Mr. McLean stated that he objected to lotting
nonbresidont pupils going to the schools without paying tuition; Hr.
Harrison stated that he did net agree with Mr, McLean as he was in favor ;

of lotting the children come on to school without paring the tuition
as he thought it would hurt the City to make this change. He said thotxg t'

Trustees. Mr. Freeman asked that the Council blot out the old water

TO THE HONORABLE MAYOR AND COMMON COUNCIL OF CLEARWATER FLORIDA*
It a meeting of the Board of Governors of the Clearwater Board
y of Trade, held at the Board rooms, April 12th 1921, it was the mum-
sous veto of the Governors that the City Counoll be requested to inolude
` tentatively in. the budgett for tho coming year a 2-mill tax on all real
axed personal property in the City, for the use of the Board of Trade
,. for Publicity purposes, and that t1ta citizens of Clearwater be given
an 'opportunity' to ratify such action of the City Council by a vote of
the people at an election to be called as early na possible.
