please or tracts of land, on or before-the 12:th day of January A. D
1921, paring certificates be issued against said lots, pieoes, parcels
or tracts of land in accordance with this assessment, which said pay-
ins certificate shall bear interest at the rate of Eight per pent (8%)
per annum, payable in 1, 2 and 3 yeara, and shall be liens against said
