Start NW corner of NW~ of SE~, Sec. 7-29-16, ~un E 140 ft. for P.O.B., N 210 ft., E 295 ft., S 210 ft., W 295 ft. to P.O.B., together with abutting streets located N side of Sharkey Rd., E of Oberlin Dr. (Dynamic Investment, Inc.) Request-- From: RPD (Residential Planned Development) To: RS-75 (Single Family) Above item was continued as the Planning and Zoning Board requested Planning staff to give consideration to n zoning district other than RS-75, Single Family. At the ~eting of October 17, 1978, Mr. &. Mrs. Charles Phillips (owners of single family residence to the west) indicated support of the above request for rezoning. Attorney William J. Kimpton, representing the Kluskas, spoke in opposition to the request and distributed to the Board members exhibits containing arguments against the proposed change. Mr. Kimpton stated that both the County and City Comprehensive Plan indicated medium density multi-family zoning. He read into the record a copy of a letter from Mr. Lee Marsh (11/6/78) addressed to Mr. David P. Healey. which letter stated that on the official Comprehensive Land Use Plan for Pinellas County. the subject property of the rezoning is designated as medium density residential for future development. Mr. Kimpton stated there is a drainage pattern which separates the medium density from the single family zoning and, according to the County. would be a natural buffer. He further emphasized that the property's location on Sharkey Rd. and across from the St. Petersburg Junior College is not a good location for a single family residential development. Mr. Healey suggested as an alternative RM-8 or that RPD be ;retaineal with 8.1 units/acre. Motion was made by Mr. Tice, seconded by Mrs. Parks, to recommend denial of above request and that the property remain RPD. Motion ca~ried 6-2. It is located south of Curlew Road and adjoins pountrys:qe development to the north. An eastwwest connector street (Meadow Wood) wili be provided. Planning staff recommended RS-75 per the Winner tract and stated it would be a good transition as access will be,on Curlew Road. Mr. Richard F. McAuliffe, U. S. Home representative, appeared before the Board. Motion was made by Mr. Tice, seconded by Mr. Turner, to recommend denial of above request and, in lieu thereof, recommend RS~75, Single Family. Motion carried unanimously. Mr. McAuliffe agreed to the RS-75 zoning category. There was no opposition. 2. Begin NW corner Sec. 20-28-16, NW 294.51 ft. to P.O.D. Request: 18P, Institutional run E 2670.60 ft., S 208 ft., W 2462.32 ft., (Florida Power Corp.) Above property contains 12.25 acres and is presently utilized for Florida Power Corp. transmission lines. U. S. Home Corp. requested Florida Power to petition for annexation of this property in order to proceed to public hearings concurrently with the U. S. Home request for annexation of the Bilgore tract and thereby prevent the creation of an enclave. Application for annexation of the Bilgore tract was received and referred by the City Commission at its meeting of February 2, 1978. No further action was taken awaiting the submission of this petition. Motion was made by Mr. Hall, seconded by Mrs. Parks, to recommend approval of above request. Motion carried. Mr. Tice abstained. There was no opposition. Rezonin~: 1. Lots 23-25 incl. less ROW, Lot5 39-42 incl., Block G, Sunset Point 2nd Addn. Sub. (Central Baptist Church of Dunedin, Inc.) Request - From: RM-28 (High Density Multi-family) To: ISP (Institutional Semi-public) Above property is located between Douglas and Springtime Avenues, approximately one block north of Sunset Point Road. Lot 39 is vacant. An unoccupied single family residence is situated on Lot 40. The remainder of the property is utilized for church, accessory building and parking area purposes. Mr. George Robertson, Chairman of the Board for the Central Baptist Church of Dunedin, Inc., stated the only need is for expansion of their parking facilities.
