Hall, Kuntz, Tice, Tomicki and Turner; Bill Shepard. Engineering Dept.; David P. Healey, Planning Direct.or Absent: Mcssru. Dimmitt and Kelly Public hearing was held at 1:30 PM for the purpose of considering items to be in- cluded in an Ordinance amending the City Zoning Laws. Appendix A, Clearwater City Code. Tapes of he~ringo ,are on file in the Planning Department. On motion by Mr. Hall, seconded by Mr. Tomicki, minutes of October 3. 1978 were ap- proved as written. Planning and Zoning Board recommended as follows. Amending Article XVI. Sections 16.04 (5) (bY and 16.04 (8) and Article XVII, Section 17.04 (8) of Appendix A, Zoning of the Code of Ordinances to clarify present language and to better correspond with zoning map amendments (Cont'd. from Plannin~ and Zoning Board meeting of October 3. 1978) Above item was continued to~ (1) enable Board to study the amendment further; (2) restructure wording: and (3) extend time to allow public to respond. Mr. Healey explained the differences and restru,Cturing of the amendment, emphasizing that the rewording did not change the content. Four persons appeared before the Board snd expressed concern regarding the 200 ft. depth of the lot. Mr. John Ehrig (architect) distributed proposed guidelines for use in determining the height of a specific lot. He felt that utilizing such a formula would constitute a fair and equitable use of a property. Mr. Healey stated he was not opposed to a "sliding scale,l but, if im- plemented, it would establish a different criteria that would, require reevaluation of the standards lDor the remaining zones. Chairman Groth gave a brief background of the amendment and suggested tilst one of the original purposes was to prevent developers from buying up several blocks and then erecting a lS8story structure, if permitted. A letter was rece:'I..d from Mrs. W. B. Van Orman (October 15, 1978) in which she requested consideration be given to lowering the density on Clearwater Deach. Two persons appeared before the Board anr. ~xpressed their concern over in- creased density on the Beach, increased traffic generation and the possibility of some services being curtailed. Motion was made by Mr. Hall, seconded by Mrs. Parks, to refer this item back to the Planning staff asking that they review the suggestions made, with specific suggestion to be height limitation based on some relationship between lot width and depth rather than a single figure. Motion carried unanimously. Mr. Hall stated he would like the Planning Department to review the entire Beach ares in terms of appropriate adjustments to the guidelines.
