Kelly, Kuntz and Turner Planning and Zoning Board meeting was held at 1:40 PM for the purpose of considering the preliminary site plan f or Drew Street Plaza. Due to lack\of a quorum during the first portion of the 'meeting~ approval of the minutes of July 11, 1978 was deferred until the regular meeting of the Board on August 1, 1978. Preliminary Site Plan - Clearwater Beach Bank - Drew Street Plaza (Cont'd. from Planning & Zonin" Board of July 11. 1978): Preliminary Site Plan on Drew Street Pla~a was continued to this meeting in order that the Planning staff might review this revised plan. Mr. Walter Walker represented the applicant. Above property is already annexed to the City of Clearwater and contains over one (1) acre. Mr. Walker stated that the changes recommended by the various departmentR had" been made. Mr. Heale.y stated that, although the code requirements have been met, there are a number of small. but numerous difficulties and it is pre- ferred that they be adjusted. Among t.hem are: (1) point of entry off Main Ave. - due to orlentation'of parking one cannot enter north end and park without entering bank windows; (2) location of two of the required parking spaces against east wall of the building - not very functional, particularly when the drive-through window lanes are operational:- difficult, to get'in,'and out'-..and 3 spaces shown as "non-1'ush hourI:!" spaces which staff feels nhould not be shown on the plan; (3) 8-ft. sidewalk which surrounds the perimeter of the building tapers down to nothing and one would be forced into the travel lane of the drive-through window - potentially dangerous arrangement; (4) problems conceptually with exit from the drive-through window terminating at the internal traffic aisle and in the parking area - not conducive to moving' traffic through. (5) there are 10 proposed parking spaces in the loading area. They will not be ac- cessible when deliveries are being made or when there is a service vehicle there - presumably might be used for employee parking and might not prescnt n difficulty; (6) a transitional area - buffer - would be preferred separating adjoining parcel (insurance building) which has had considerable work and landscaping done; i. e., picnic tables, etc.; (7) reduced dimension (blind spot) in 1 parking lot as well as I parking space on the Starcrest Dr. side requiring backing across the sidewalk in order to exit; and (8) offset north entrance and exit - parking ai~le required to jog around planter. Mr. Groth questioned the width of the driveway - 24 ft. - 21.2 ft. Mr. Walker stated that the tract is not rectangular and at a point streets do not intersect at a 90 degree angle due to geometry of the land. Planning Director recom- mended approval subject to variance which would allow applicant to "knock outll : some unusual parking spaces and improve them in other places. (Staff would rather vary the Code than create potential hazard.) Motion was made by Mr. Tice, seconded by Mr. Hall, to recommend app~oval of preliminary site plan for Drew Street Plaza with variance per Mr. Renando to go to the Board of Adjustment and Appeal forvariance of the parking,spaces so ,that-they can,meet.requirements:.for'parking as well as more than satisfactory,8mount
