Also present: Craig Robertson (St. Petersburg Times) and Debbie Winsor (Clearwater Sun) Public hoaring was held at 1:30 PM re application for annexation and zoning followed by public hearing for the purpose of considering HemD to be included in an,Ordinanc:e amending the City Zoning Lows, AppendiX A, Clea~ater City Codp-. Tapes of hear1nga are on file in the Planning Department. On motion by Mr. Kuntz, seconded by Mr. Tice, minutes of May 2, 1978 were approved as written. Planning and Zoning Board recommended ss follows. Annexation & Zonin~: 1. Lots 48 & 49, Del Oro Gardens (Joseph) Request: RS-75, Single Family Out-of-town owner Tice, to recommend request. Motion carried unanimously. (8-0) Requested zoning with the Comprehensive Land Use Plan and the surrounding neighbor- Above parcel is undeveloped and contiguous to the City limits. was not present. Rezoning of area bounded by tho Saahoard Coast Lino Railroad on the south. Marshall Street on the north, Garden Avenue on the west and N. Greenwood Avenue on the east. Planning Director stated that this was the first of a series of large area-wide rezonings (second phase) and was a policy directive from the City Commission to bring the zoning into conformance with cxisting use and the Comprehensive Land Use Plan. Mr. Renando proceeded to give an overview of the area and included slides in his presentation. Maps were shown depicting both the present and the proposed zoning'l,of the area. He further stated that the proposcd rezoning of the area would give residents the protection of proper zoninS and also some light extension of commercial usage. thus providing adequate commercial on N. Greenwood Avenue. In addition'; ,~N. Myrtle Avenue has been recognizing cOlllllercia1 and some PS zoning; the remainder would be residential zoning district. Mr. Fordham Beach. realtor. spoke in opposition, stating that originally the structure was utilized as strip stores. At present. there is only a dentist remaining in the office at the north end. He stated that a change in zoning yould be an injustice to the outRof-town owner as she would he limited; also. rezoning that block would not be advisable. Attorney Donald McFarland appeared in opposition re Roberts' Lucky,Refrigeration, Inc. Mr. Joe Turner. Jr.. who was in- terested in certain parcels ~n Myrtle Avenue. questioned if it were proper to abandon MYrtle Avenue for PS,Business. etc. He stated that, in his opinion, all properties will suffer if they are changed to residential or professional zoning or a zoning district which will limit their use. Two others appeared in objection. Mr. Hall stated that the concept of Myrtle Avenue being a commercially used corridor has been debated for some time.. and he would like to Bee it a limited business strip. (those properties facing on Myrtle Avenue only) It appeared that some of the publiC did not understand some of the aspects of the proposed general plan when it was first discussed. Therefore, the Board went back and reviewed the general plan again for the public interest. Mr, Renando oxplained that the rezoning proposal had been in the making for approximately two ye4rs and that there had bean meetings on the subject heretofore. Ite stated that he could not relinquish his moral responsi- bility and drop tho itenw as it would be for the benefit of the residents to rezone ac- cording to the usage. Mr. Hall stated.that he Bgreed with the overall objective and to leave the zoning the way it is at present would be the worst way.
