THE PLANNING & ZONING BOARD

A meeting of the Planning and Zouing Board was held at 1: 30 PM for the purpose of
conaidering proppsed changes in the City Zoning Ordinance.
On motion by Mrs. Parks, seconded by Mr. Tomicki, minutes of March 7, 1978 were ap-
proved as written.
In the absence of the Planning Director at the first part of the meeting, Mr. Healey
went over the proposed changes to the City Zoning Ordinance. A memorandum, dated
March 21, 1978, had been distributed to the Board members and said memorandum was
reviewed item by item. Staff desired Board input and reaction prior to putting these
changes in final fom for action.
In brief, the following items were covered.
(1) ~ot Coverage
Involved new definitions, including building coverage and impermeable
surface coverage.
(2) Miscellaneous Definitions
Those definitions that are either inadequate or do not exist (mobile
home, marina facilities).
(3) Residential Care Facilities
Above is not addressed in our Code. Several requests have been re-
ceived which do not fit in any portion of the.Code (essentially "out
patient" residential care for the elderly or juveniles).
(4) Permitted Uses
Two changes are proposed; i. e., distinction made between retail sales
and other types, elimination of multi-family building from the PSt Pro-
fessional Services, zone. At present, there is some inconsistency.
(5) Densitv
Amend provisions to permit hotel/motel at same maximum densit~las~other
uses in CG, Business.
(6) Waterfront Provisions
RestrUcture waterfront provisions so as to eliminace the requirement
that there be a public right-of-way approximately parallel to the shore-
line to qualify as lIwa terfron t" property.
(7) Parking Requirements
Adjust in numbers, based upon experience with the parking requirements.

(8) Landscapin~ provisions
An attempt will be made to provide for it, i. e., landscaping on
double frontage lots.
(9) Community Impact Statement
P~ovide improvements and clarification of requirements, inclu~ing
provision that the, Resource Development Committee make their recom-
mendation to the City Manager. Further clarification would give more
flexibility to projects, especially City-initiat.ed ones.
