Public hearing was held at 1:30 FM for the purpose of considering an item to be'
included in an ordinance amending the City Zoning Laws, Appendix A, Clearwater
City Code.
Tapes of public hearings are on file in the Planning Department.
On motion by Mr. Groth, seconded by Mr. Tice, minutes of January 3, 1978 were ap-
proved as written.
Planning and Zoning Board recommended as follows.
Rezoning:
1. Begin 50 ft. N and 1557 ft. E of SW corner of N14k, Sec. 29-28-16, thence
run northerly along E ROW line of Countryside Blvd. 1130 ft. M.Q.L., south-
.-easterly along S ROW line of Wildwood Dr. 893 ft. M.O.L. to NW corner Lot 1,
Wildwood of Countryside.Sub., southerly along W line of Lots 1 to 6 incl.

Request: From: RM-28 (High Density Multi-family)
To: RPD (Residential Planned Development)
Planning Director stated that U. S. Home Corp. had submitted a letter, dated
January 9, 1978, requesting withdrawal of the above. Motion was made by Mr. Tice,
seconded by Mr. Turner, to recommend the acceptance of the applicant's request for with-
drawa'1 . Motion carried unanimously. It is the intent of U. S. Home Corp. to
start out with a new approach to pedregal housing on Tract 21 of Countryside which
would more readily suit their needs. It is their hope this would be more acceptable
to the City and the surrounding Countryside residents.

Amend Article XXXV. ADMINISTRATION AND ENFORCEMENT, SECTION 35.07 (b)
PROCEDURE FOR AMENDING ZONING ORDINANCE
Above amendment is proposed to clarify and restructure the present language to
provide for individual-notice. of property'' owners. withinlan•area -to be rezoned and, to
provide alternative procedures for individual posting and notice of surrounding property
owners when more than 30 individual properties are involved. (It would require 4
notices posted at the periphery of the area to be rezoned plus 1 additional notice
per each 5 acres involved and a second advertised notice of public hearing in lieu
of the present requirements for individual posting and notice to surrounding property
owners.)

Mr. Renando read into the record the revised wording in the proposed ordinance;
namely, Section 1. (5) (a), (b) and (d) as follows:
(5) (a) The publication requirement set out herein is to be construed as
being separate from the publication requirement applicable to the
passage of a zoning ordinance.
(b) The city clerk shall be required to notify from the list in the ",.
affidavit required under (1) above, all property owners within
the area for which a proposed change in the zoning map hhs been
requested, or for which annexation and initial zoning classifica-
tion is proposed, as such owners appear on the current city tax rolls.
(d) The city clerk shall direct the planning department to post the
notices of public hearing regarding a proposed zoning map change,
or zoning map classification pursuant to annexation, on the subject +
real property involved so as to constitute posting for a period of

Review of Site Plan for Sambo's Restaurant
Planning Director showed the site plan for Sambo's Restaurant. Mr. Robert P.
Rutherford (Engineering Dept., Sambo's) represented the applicant. Staff comments '
were read by Mr. Renando, as well as comments from the various departments. Dis-
cussion ensued. Motion was made by Mr. Tice, seconded by Mr. Groth, to recommend
that the preliminary review site plan of Sambo's Restaurant be accepted with the
exception of the situation as it now stands with the Traffic Department and that
this be brought before the Traffic Department for the purpose of resolving whether
or not it shall be a dedicated road and 40 ft. or 38 ft.; and also that the internal
parking area also be considered. Motion carried unanimously. (Traffic Engineering
Department notes that the south driveway is proposed at a width of 38 ft. It is
unsafe to have two lanes coming out of this driveway entering U. S. 19. A 30-ft.
private driveway is the maximum width permitted by the City Code.)

Planning.-Director presented the-Compreliensive.'Plan to- the Board and addressed the
Land Use section. He showed the comparison between the "old" and "new'+ plans,
pointing out several differences in the new plan; i. e., major roads show on the
new plan, added industrial is shown, environmental sensitivity (taking some special
consideration for development), etc. question and answer period followed.
Mr. Renando introduced Ms. Chris Papandreas, Acting Chief Planner/Long Range.
Ms. Papandreas addressed the Historic Preservation Plan and the Public Safety &
Facilities Plan. She stated that all elements are to be completed before 1979
per state law. They have to be reviewed by the City Commission, Pinellas County
Planning Council, state offices and Pinellas County. It was requested of the
Board that staff would like to have comments back, within thirty days. (Copies of
the three elements were distributed to members.)
