Members present: Chairman Morris, Mrs. Parke, Messrs. Groth, Hall, Kruse, Kuntz, Tice
and Turner; Bill Shepard, Engineering Dept.; W. D. Renando, Planning
Director; and Michael W. Kenton, Environmental Planner
Absent: Mrs. Crampton (excused)
Public hearing was held at 1:30 PM for the purpose of considering items to be in-
cluded in an Ordinance amending the City Zoning Laws, Appendix A, Clearwater City
Code.
Tapes of public hearings are on file in the Planning Department.
On motion by Mr. Groth, seconded by Mr. Tice, minutes of May 17, 1977 were approve.d
as written.
Planning and Zoning Board recommended as follows.
Rezoning:
1. Begin 1050 ft. W and 48.65 ft. N of the SE corner of the NWk of SE k of
Sec. 15-29-15, thence run N 135 ft., W 60 ft., 5 135 ft., E 60 ft. to P.O.-
B.-(Peters)
Request: from; RS-50 (Single Family)
To: CG (Business)
The applicant, Mr. Blane L. Peters, distributed sketches of his proposed plan to convert
above Single Family residence into a real estate/insurance office. Mr. Peters stated
that he would like to widen the driveway to 32 feet total for a complete turn-around in
the front. Mr. Morris brought out the fact that it doss not meet the City requirements
for a parking area. (An approved parking plan is required.) 60 ft. is :insufficient for
back-to-back parking; also, requires a 3-ft. strip on the periphery for planting. Five
persons spoke in objection to the proposed rezoning, stating that there is other space
sufficient for business and they wish this property to remain Single Family. Planning
Director stated there were 6 letters of objection and 1 telephone call (Citgo Station
west of said property) in favor of the proposed rezoning.
Planning Staff believes there is adequate commercial available on Missouri Avenue. Re-
zoning would not benefit, and could do harm as most of the surrounding property is resi-
dential in character. Commercial would further erode the character of the..-neighborhood.
This property will be difficult to maintain as Single Family and, in the future, it
might be brought back for rezoning to a slightly higher density at a later date. Traffic
Engineering has not received an approved parking plan. Motion was made by Mr. Groth,
seconded by Mrs. Parks, to recommend denial of the above request. Motion carried unani-
mously. Request is in conformance with the Land Use Plan.

Above property consists of 1.93 acres north of the Police Pistol Range, east of the
Rifle Range and south of Overlea. It was owned by the City and declared surplus by
the City Commission on August 19, 1976. (Sold to Metal industries November 4, 1976.)
Chairman Morris stated, for the record, there was no one in the audience either for or
against the requested rezoning. Application for rezoning is in accordance with the
policy of zoning'to proper uae and category. Parcel will be used for a parking lot to
accommodate new employees. Motion was made by Mr. Tice, seconded by Mr. Kuntz, to
recommend approval of above request. Motion carried unanimously. Request is in con-
formance with the band Use Plan.
Report of City Commission action of May 19 follows.
1. Re Civic Center, Hunt site was rescinded and Annex site was approved.
Appraisals were authorized for the Annex area.
2. Re. G.O.B. issue, City Clerk will prepare for the referendum; retained bond
counsel - Freeman, Richardson, Watson, Slade, McCarthy & Kelly.
3. Request for Rezoning:
