City of Clearwater, Florida

Absent: Messrs. Hall and Kruse
Public hearing was held at 1:30 PM re application for annexation and zoning followed
by a public hearing for the purpose of considering item to be included in an Ordinance
amending the City Zoning Laws, Appendix A, Clearwater City Code.
Tapes of public hearings are on file in the Planning Dept.
On motion by Mr. Groth, seconded by Mrs. Crampton, minutes of April 5, 1977 were ap-
proved as written.
Planning and Zoning Board recommended as follows:~
Annexation & ZoninR:
1. Begin 179.28 ft. E of SW corner of SE~ of Nwl, Sec. 5-29-16, thence run N 257.89
E 141.88 ft., S 25 ft.. E 220 ft., N 25 ft., E 352.02 ft., S 43.81 ft., thence
along curve to left 154.63 ft., westerly 202.34 ft., W 429.50 ft. to P.D.B.
(St. Matthias Lutheran Church)
Request: I5P, Institutional Semi-public
Rev. Donald R. Himmelman, pastor, requested ISP, Institutional Semi-public zoning,to
pennit the construction of a church. This undeveloped property containa 3.34 acres and
is contiguous to the City. It is suggested that a IO-ft. drainage and utility easement
be given to the City along the ~.est and south property line. An existing creek, which
ultimately empties into Alligator Lake, will in no way interfere with the building plans,
stated Rev. Himmelman. This portion of the property will not be built on. There will
be a one-way road with grass parking (necessary to ease the traffic problem re S. R. 588).
Motion was made by Mr. Tice, seconded by Mr. Groth, to recommend approval of above annexation
and zoning and that the applicant be notified that anything pertaining to the sewer facili-
ties and water facilities, as well as any easements required by the City of Clearwater,
will be granted at such time as requested by the City. Motion carried unanimously. Requested
land use will require a plan change but is not incompatible with surrounding usage.

The owner of said property, Ed Geoghegan, stated that he purchased the proprty 7 years
ago. (The present law firm needs additional space and wishes to utilize the house pur-
chased 5 years ago.) ,Mrs. Effie Jeffries Kraf appeared in opposition. A letter from
Mr. Sanford Morse was submitted in objection re additional traffic on Barry Street.
'luring the discussion, the fact was brought out that a parking plan had not been sub-
Ittted. Mr. Ceoghe8an stated that he was not aware of this requirement but would meet
,his requirement. Concern was expressed that if above stated property were rezoned PS,
this might initiate expansion into residential area. Considerable discussion ensued
ra parking and encroachment and/or expansion of others seeking PS zoning if this is
granted. ~totion was made by Mrs. Parks, seconded by Mrs. Crampton, to recommend denial
of above request. Upon .vote being taken, it was 3-3. Upon Chairman Morris voting,
motion failed. Motion was made by l>lr. Ticc, seconded by Mr. Kuntz, to reconunend ap-
