Over two yearn ogo a directive was received from the City Commission to "downzonell
property not commensurate with the surrounding land use: i. e., lIspot zoning,lI and
that property which was not in accordance with the Comprehensive Land Use Plan ns
adopted in 1972 with subsequent amendments and usage of land. These'public hearings
were held 8S another portion of said downzoning in the Cit.y.
Several citizens spoke against downzoninB of this property.

Briefly, their comments
Mr. Talmsdge Rutledge stated that he spoke both as a businessman and a representative
of the NAACP and objected in particular to Items #1, 5, 6, 7 and 8. His reason for
objection to.. changes was that said changes mostly affect the black people by cutting
the density in those areas and limiting the possibilities in the future for any
business areas for them. He expressed the desire to let the zoning remain Has Is.11
Mr. Rutledge also stated his objection to Item #9 and felt that the City should get
input before rezoning the ares.
Rev. Bridges of St. John1s Church also spoke in opposition. He further amplified
Mr. Rutledgels statement that input should be received from the community with a
meeting held at a different hour as citizens are not always able to come at the
specified time (1:30 PM). He suggested that the Board and Staff come out into the
area and talk to the people.
Mr. Alton Bridges (from Connecticut) stated that he wanted the meeting rescheduled
so that the people could attend and also suggested talking to the people involved.
Mr. Leroy Smith stated that he would like to have a meeting in the area.
At this point in the meeting, Mr. Renondo, Acting Planning Director, stated that Staff
had spoken with the people involved in said areat in particular wit.h the Redevelopment
Official snd Community Relations as they are the ones who are constantly in touch with
this community. These areas ahould be given equal protection under the law but, at
the present time, redevelopment is precluded due to the present zoning. (He stated
that it was his opinion Item #7 should be withdrawn as business is needed in this
area.) Mr. Renando went on to explain that these rezonings do not harm the persons
living in these areas inasmuch as the City is only attempting to bring the zones to
the actual usage and is not changing them to a different usage.
Mr. Ernest Carson stated also that there needs to be a meeting in the area and spoke
against Item #7.

Re Item 19, Mr. Renando stated that U. S. Home is shown on the Comprehensive Plan

the Florida power line which serves 8S a natural buffer. No more ent.rances should
be cut into U.S. 19.
Mr. Sidney Israel, President of U. S. Home, Central Division, appeared. Mr. Renando
read a letter from Attorney Peter Monroe (dated December 13. 1976) in objection of
ltam #9. Both the County and the City agree that the whole of this property should
be in medium denaity zoning. Mr. Israel requested a continuance of said item. Motion
was made by Mrs. Crampton. aeconded by Mr. Groth, to recommend approval of re~oning.
Motion oarried u~animously. (This rezoning has been up since August and continued
on the same basis pending litigation.)
Re Item H10, Mr. Mallory appeared and stated that he 19 merely in possession of a
letter from the City of Clearwater stating their desire to purchase his property.
He has received no further communication. MOtion was made by Mrs. Crampton. seconded
by Mr. Turner, to recommend continuance of this item to the first regular meeting of
January 4t 1977. Motion carried unanimously.
Plsn review for Imperial Cove Condo X was presented to the Board. The request is to
change the site plan from multi-family approach to one-story single family townhouses
which would reduce the densit}". (Original plan for this CG ~oned property called for
7 additional a-story buildings and 2 l6-story towers totaling 842 units. Planned
density was 34 units per acre.) U. 8. Home proposes to build 6 units to a bUilding,
i. e. 9.58 dwelling units to the acre (total of 30). Motion was made by Mr. Groth.
seconded by Mr. Turner, to recommend approval of this plan. Motion carried unanimouoly.
Mr. Renando gave the background of the site plan for Sun First National Bank of Dunedin
(located north side of Countryside Blvd.). Motion was made by Mrs. Crampton. seconded
by Mr. Turner, to recommend approval of plan subject to written "0k" by the various
City departments. Motion carried unanimously.
Mr. Renando stated that two new ordinances will be forthcoming; i. e., relating to
site plan advertisement before the Planning and Zoning Board and CTF zoning.
