Home was represented by Douglas D. Roach, President of Pine11as Division. U. S. Hom9 desires certain properties; vb., Items {}9 (A). (B) and (C) thro.\gh #13, rezoned in order to alter densities and relocate units. In particular. Mr. Roach stated that U. S. Home, Inc. had been approached by businesaes Wishing to locate near the mall. but not within the mall, due to their either not being able to afford the rent or ~Q stay open specified hours. Their proposal is to have a strip development enhanced with a theme-type park atmosphere. Mr. Roach stated that U. S. Home would build the service road and commercial park area and "provide a place for it to happen." He further stated chat in a recent survey, one (1) out of every two (2) shoppers came to the Countryside Mall from outside PineHss County. 'fhis development would be a "colIIDerciaP' type village with parking included and a loop road would be built to County Road 120. I Planning Director stated that the Legal Department had rendered an opinion, dated July 20, 1976 ',where it stated that a Community Impact Statement wss necessary where the, construction and development costs or the Countryside projecfls are expected to exceed $500.000; also, where a project is going to entail costs in excess of $500.000. it is clear that such project will affect the public facilities. etc. Therefore,the fact that the project entails downzoning is irrelevant to the question of what is the impact of that project on the community. Planning Director also brought up the fact that Tony Shoemaker had wri~ten a memo to the City Mansger; dated July 19, re this subject of U. S. Home, Inc. .The Resource Development Committee had a meeting on July 16, 1976 to review the Community Impact Statement submitted by U. S. Home related to said rezoning; viz., Tracts 45. 48 and 49. The CIS referred not only to the proposed rezoning, but also included, in a genera1ir.ed manner. the futur~ annexation of other parcels owned by U. S. Home, Inc. It was pointed out to the applicant that a great deal of additional information (and an update) ...
