Groth,. Hall and Kuntz; Bill Shepard, Engineering Dept.; Paul A. Bergmann, Planning Director; and Jack 1. Wolle. Chief Planner Absent: Messrs. Kruse and McCants; Mrs. Evers Planning and Zohing Board meeting was opened by ~~airman Morris. On motion by Mrs. Crampton, seconded by Mr. Kuntz, minutes of February 17, 1976 uere approved as written. Preliminary plat for Clubhouse Estates, Unit 2 and 3, was pre.sented for approval. Motion was made by Mr. Hall"seconded by Mrs. Crampton, to recommend approval as submitted. Motion carried unanimously. Plat is in accordance with approved Master Plan for Countryside and is zoned RS-75, Single Family. This includes development of Tracts 15 and 18 consisting of 32.5 acres and plats 87 lots. Preliminary plat for Grandview Estates was presented for approval. Motioc was made by Mrs. Crampton, seconded by Mr. Kuntz, to recommend approval as shown except for the prov1.so that Lots 1 through !) front on Grandview Drive rather than on Countryside Estates, and that ~ith a fence they would be granted the equivalent of a rear setback rather than a front setback. Motion carried unanimously. Plat is in accordance with approved Master Plan for Countryside Tract 14 and is zoned RS-50, Single Fami]~. Pro- posed subdivision consists of 19.43 acres and platA 26 lots. Plan and usage for Far Horizons Mobile Home Park was reviewed. The ordinance states that the City Commission review and approve Mobile Home Park plane. The existing Far Horizons Mobile Home Park plan was approved August 5, 1963, and licensed on February 29, 1964, by City Commission. At this time the community building, office and some designated recreational facilities were accepted as part of the park plan. The 10i. service and recreational area was required and was accepted as permitted in the business zone. Since that time the ordinanee prohibits Mobile Home usage in a Business zone. However, in this case this park non-conformity became legal and con- tinued in usage. Present request is to use the present CG zoned area for busineas, 1. e., restaurant. Such action will change, per revised plan, the location of the office, community center and some recreational area. Further, it will slightly increase the density (number of mobile homes) on the remaining tract and,further, reduce the 10% amant of the total park area normally used for service and recreation. Motion was made by Mr. Hall, seconded by Mrs. Parks, to recommend approval of change but to include in the recommendation to the City Conunission that there be a request for' some suitable barrier between the park and the commercial area and that the owner submit some otatement aigned by a lIgoodly" number of people in the park that they approve that change; and that the Traffic Deparbnent also approve this plan and usage. Motion carried unanimously. Revised RPD Plan, Phase I, Public Housing Authority Development (Carlton and Tangerine Streets) was discussed,.including Final Plan for Phase II (inclusive of Lots 1, 5, 6, 7, 9, 11 and 21 through 32, Block C. Greenwood Park Subdivision. Phase I of plan was approved by City Commission in November, 1974. Such plan approved zero lot line con- cept for certain lots and market for this type arrangement was misjudged; therefore, plan has been revised for Lots 29, 30 and 31 in order that each structure will have conventional side yards. Phase II recognizes market availability of housing tailored to fit 40, 50 and 60 ft. wide lots. Proposed plan includes separate restrictions for buildings on each lot, yet still retaining most desirable open space.
