PINELLAS COUNTY, FLORIDA
INTERAGENCY AGREEMENT
This Agreement "Agreement" made and effective on the date signed by the Parties, by and
between the Pinellas County Sheriffs Office; the Belleair Police Department; the Belleair Beach
Police Department; the Clearwater Police Department; the Gulfport Police Department; the
Indian Shores Police Department; the Kenneth City Police Department; the Largo Police
Department; the Pinellas County Schools Police; the Pinellas Park Police Department; the St.
Pete Beach Police Department; the St. Petersburg Police Department; the Tarpon Springs Police
Department; the Treasure Island Police Department; the University of South Florida Police; the
Department of Juvenile Justice, 6th Circuit; the State Attorney, 6th Judicial Circuit; the Clerk of
the Court, 6th Judicial Circuit; the Pinellas County Department of Information Technology;
Operation Par, Inc.; the Department of Corrections and the School Board of Pinellas County,
"Parties".
• WHEREAS, the Parties are committed to providing appropriate programs and services to prevent •
juveniles from committing delinquent acts and to intervene with juveniles already involved in the
juvenile justice system; and
WHEREAS, the Parties to this Agreement desire a maximum degree of long range cooperation
and administrative planning in order to provide for the safety and security of the community, its
schools and its children; and
WHEREAS, the Parties recognize that there are a number of serious juvenile offenders who are
committing serious offenses or repeat offenses; and
WHEREAS, the Parties acknowledge a need for special emphasis within the juvenile justice
system on these serious juvenile offenders; and
WHEREAS, the Parties are committed to improving services to children in the juvenile justice
system through sharing information, eliminating duplication of services and coordinating efforts;
and
WHEREAS, the Parties mutually agree that sharing resources where feasible, and in particular,
training efforts, may result in improved coordination; and

WHEREAS, it is the understanding of the Parties that certain roles in serving children and youth
are required by law, and that these laws shall serve as the foundation for defining the role and
responsibility of each participating agency; and
WHEREAS, the Parties agree that the establishment of SHOCAP (Serious Habitual Offender
Comprehensive Action Program) will be a means by which the parties can meet these stated
needs; and
WHEREAS, the Parties mutually agree that all obligations stated or implied in this Agreement
shall be interpreted in light of, and consistent with, governing state and federal laws; and
WHEREAS, SHOCAP (Serious Habitual Offender Comprehensive Action Program) is a
comprehensive and cooperative multi-agency information sharing and case management process
involving police, prosecutors, juvenile justice, detention, probation, schools, judiciary,
corrections, social services and community after care services. SHOCAP enables the juvenile
and criminal justice systems to focus informed and consistent attention upon juveniles who
repeatedly commit serious crimes. Particular attention is given to providing relevant and
complete case information, which will lead to improved strategies for prevention of crime, public
safety, rehabilitation of offenders, and more appropriate dispositional and sentencing decisions.
NOW, THEREFORE, in consideration of the following Agreements, the Parties do hereby
establish SHOCAP Pinellas as an active cooperative program among the Parties and covenant
• and agree to the following:
EACH PARTY SHALL:
Participate in the SHOCAP Interagency Workgroup.
Promote a coordinated effort among agencies and staff to achieve maximum public safety with
the goal of reducing juvenile crime.
Comply with all applicable state and federal laws, which relate to records confidentiality, use,
security, dissemination, retention and destruction.
Participate in information-sharing activities to assess and develop plans for serious habitual
offenders and at risk juveniles.
Cooperate with the continued development of a computerized information system for the storage
and dissemination of information about serious habitual offenders.
Cooperate with analysis of delinquency patterns of juvenile offenders.
Participate in the development and review of the criteria for the acceptance of juveniles into
SHOCAP Pinellas.
• Designate an agency representative to participate in SHOCAP Pinellas meetings.

Cooperate with the assessment of juvenile justice resources and needs in Pinellas County.
Jointly plan and provide information and access to training opportunities for agency staff.
Develop internal policies and cooperative procedures, as needed, to implement this Agreement to
the maximum extent possible.
PINELLAS COUNTY SHERIFF'S OFFICE SHALL:
Provide a Countywide SHOCAP Coordinator whose responsibilities are to:
Coordinate the operation of SHOCAP Pinellas.
Act as central repository for information regarding SHOs (Serious Habitual Offenders).
Evaluate information and make decisions involving the dissemination of information.
Facilitate data entry of information on juveniles designated as SHOs and update on a regular
basis.
Facilitate data entry of appropriate information into the computer, including but not limited to
field contact with SHOs.
Produce a SHOCAP Pinellas Website of SHOs with pertinent information, including but not
limited to biographical data, photographs and status within the juvenile justice system. Update
the website as necessary.
Produce information bulletins as necessary with information to include but not limited to
outstanding warrants on SHOs, priority SHO information relating to public safety and officer
safety, and placements and releases of SHOs from residential facilities.
Disseminate the information bulletins to law enforcement and other SHOCAP Pinellas
participating agencies.
Alert other SHOCAP networks of relocation of a Pinellas County SHO to their jurisdiction.
EACH LAW ENFORCEMENT AGENCY SHALL:
Designate a SHOCAP Pinellas contact person to act as a liaison with the Countywide SHOCAP
Pinellas Coordinator and other SHOCAP Pinellas participating agencies.
Provide and/or assist in SHOCAP training of their agency's law enforcement officers and
support staff.

0 Upon contact of a law enforcement officer with a juvenile, query available computer systems to
identify SHOs and any violations of his/her restrictions.
Take appropriate action - FIR, arrest or other - as required by the specific circumstances of the
contact.
For any violation of law or substantial violation of court order, transport the SHO to the Pinellas
Juvenile Assessment Center (PJAC).
Document in writing via an agency report (i.e. FIR, Incident, Offence) any contact with SHO.
Forward to the agency's SHOCAP Liaison a copy of the report.
The agency's SHOCAP Liaison will forward to the Countywide SHOCAP Coordinator at PCSO
a copy of the agency's report or pertinent information about SHO's contained within the report.
Participate in the ongoing development and implementation of initiatives for the monitoring and
supervision of SHOs.
DEPARTMENT OF JUVENILE JUSTICE (DJJ) SHALL:
Designate a SHOCAP Pinellas liaison with the countywide SHOCAP Program.
• Provide and/or assist in SHOCAP training of DJJ employees.
Assist in the identification of juveniles who meet the SHO criteria due to delinquency history in
Florida and other states or due to commitment level.
Report on a continuing basis and in a timely manner to the Countywide SHOCAP Coordinator at
PCSO pertinent information on SHOs including but not limited to:
change of home address,
entrance into and release from DJJ programs or other facilities,
furloughs or home visits from commitment facilities,
incidents of runaways from home or absconder from supervision or facilities,
incidents of violence or weapon possession or use,
violations of the rules of supervision or releases,
outstanding pick-up orders or warrants,
significant incidents relating to a SHO.
Provide timely data entry into the Juvenile Justice Information System (JJIS) as to youth's
SHOCAP status.
Share data and give input to appropriate DJJ staff to maximize the quality and quantity of
supervision of SHOs.

Continue education of appropriate DJJ staff who offer enhanced supervision of SHOs, to be go
aware of their specialized needs and coordinate referrals for services to meet the needs of SHOs
and their families.
Review and consider input from SHOCAP Pinellas partners for purposes of a commitment
staffing on a SHO.
Receive information of SHO rule violations and other incidents from SHOCAP Pinellas partners
and other sources and respond with appropriate action and consequences to the SHO.
Collaborate with SHOCAP Pinellas partners and other agencies to develop strategies to reduce
SHO recidivism in high-risk geographic areas.
Review and evaluate violations of court ordered rules and take appropriate action as required by
the specific circumstances. Notify the court of substantial violations for the court to review the
SHO's status.
Develop in collaboration with SHOCAP Pinellas and community partners alternative sanctions
for violations of court ordered rules to include but not limited to residential placement,
alternative school placement and community service hours.
Be aware of the SHO's educational needs and collaborate with the school to develop a quality
education plan so as to increase the SHO's academic success and prevent or reduce truancy and •
disciplinary problems.
Assist with a smooth transition of SHOs from a placement outside the school to a school
placement.
Collaborate with SHOCAP Pinellas and community partners to enhance the employability skills
of SHOs and assist in gaining a balance of educational and employment commitments.
STATE ATTORNEY SHALL:
Identify all SHO cases at intake.
Expedite the processing of.each SHO case.
Resist the pre-trial release from custody of SHOs.
File petitions or informations and prosecute all charges amenable to prosecution on SHOs.
Require vertical prosecution of SHOs when possible.
Solicit recommendations and information from law enforcement officers and victims as to
disposition of a SHO case.

Advise the court of the officer and victim's input into the disposition of the SHO.
Pursue dispositional sanctions commensurate with the crime committed.
CLERK OF THE COURT SHALL:
Prominently mark each SHO complaint and file.
Facilitate the timely input of computer data on the progression and disposition of SHO cases to
accurately reflect all court orders.
DEPARTMENT OF INFORMATION TECHNOLOGY SHALL:
Develop, maintain and enhance all mainframe applications for the SHOCAP computer system.
Continue as a technical consultant for SHOCAP Pinellas.
OPERATION PAR, INC. SHALL:
Identify SHOs at the time of screening at the Pinellas Juvenile Assessment Center (PJAC).
Mark pertinent documents to include the juvenile complaint form about SHOs by stamping the
• document with a SHOCAP identification stamp.
Inform PCSO Detention Deputies at PJAC, DJJ intake and the Countywide SHOCAP
Coordinator of the screening of a SHO.
DEPARTMENT OF CORRECTIONS SHALL:
Identify clients who are designated as SHOs.
Monitor the criminal cases of SHOs who are being prosecuted as adults.
Include the defendant's SHO status in any pre-sentence investigation or other report to the court.
Inform the court of the SHO status of all defendants being prosecuted as adults.
Receive and consider recommendation from SHOCAP Pinellas and other interested parties
regarding detainment and sentencing of SHOs.
SCHOOL BOARD OF PINELLAS COUNTY SHALL:
Identify students who are designated as SHOs.
Share information regarding students' attendance, discipline, demographics, grades and school
placement with SHOCAP Pinellas for the sole purpose of use in determining the appropriate

program and services for each juvenile or the juvenile's family, or for coordinating the delivery
of such programs and services.
Receive and consider recommendations from SHOCAP Pinellas regarding the educational needs
and placement of students.
Evaluate SHO students to develop an educational plan so as to enhance their academic
advancement.
Notify the appropriate SHOCAP Pinellas partners upon the . occurrence of school related
violations of supervision.
THIS AGREEMENT shall take effect upon the signing by the Parties and shall remain in effect
until amended by subsequent Agreement. However, any party hereto may withdraw or cancel
such Party's participation pursuant to this Agreement without liability to any other Parties hereto
by providing written notice of such withdrawal no less than thirty (30) days prior thereto. The
withdrawal from or cancellation of this Agreement shall be effective only as to that party and this
Agreement shall remain in full force and effect as to those remaining Parties hereto who have
provided no written notice or cancellation or withdrawal.
We, the undersigned, do herby agree to fully cooperate and participate in the implementation of
SHOCAP Pinellas.
