MEMORANDUM OF UNDERSTANDING REGARDING PINELLAS COUNTY SCHOOL FACILITIES MEMORANDUM OF UNDERSTANDING BETWEEN PINELLAS COUNTY SCHOOLS AND LOCAL LAW ENFORCEMENT AGENCIES This agreement is made and effective on the date signed by all parties, by and between the Chief's of Police, the Sheriff, and the School Board of Pinellas County. WITNESSETH: WHEREAS, all parties are committed to ensuring the safety of all students, faculty, staff, and visitors while on the grounds of a Pinellas County Schools facility, and WHEREAS, all parties are committed to maximizing the safety of emergency-service providers who respond to Pinellas County Schools, and WHEREAS, all parties recognize that having access to real-time video surveillance of school facilities greatly enhances the ability of emergency-service providers to respond to emergencies, and NOW THEREFORE, in consideration of the following agreements, the parties do hereby covenant and agree to the following: • 1) Pinellas County Schools will install and provide on one computer per agency, the required software to access and view district Closed Circuit Television (CCTV) systems at those school facilities located within the jurisdiction of each agency, 2) Pinellas County Schools will provide training during the installation of the software to personnel identified by each agency, 3) Pinellas County Schools will provide a Virtual Private Network (VPN) to each agency to allow access through Pinellas County Schools' network firewall, 4) Each law enforcement agency will limit CCTV access to authorized personnel on official business to include the maintenance of computer skills by authorized personnel, 5) Each law enforcement agency will be responsible for all subsequent training of agency personnel following the initial software installation and training. By allowing CCTV access, your personnel can observe a school as patrol units respond and either alert them to pending dangers or assist in a tactical deployment at the scene. The process would involve the installation of specialized software on a single computer of your • choice, initial training of personnel who would use the system, and the establishment of a VPN (virtual private network) through our file wall to the CCTV system. Access to our system by your personnel would be limited to official business which would include those times when additional personnel need to be trained or when trained personnel require access to the system in order to maintain the skill-set required to quickly utilize the system in the case of an emergency. I have enclosed a Memorandum of Understanding which would need to be executed prior to the installation of the software and training of your personnel. Initially, I will serve as the point of contact, later in the process the "techies" will take over.
