Cooperative Agreement
The City of Clearwater, Clearwater Police Department has agreed to implement the
AmeriCorps Clearwater program at Clearwater High School for the 2008 school year.
AmeriCorps Clearwater is a public safety-focused community service program that aims
to foster citizen responsibility, build neighborhood unity, and provide educational
opportunities for the AmeriCorps members. The goal of this collaboration is to provide a
safer school environment by way of supporting the School Resource Officer on site.
The City of Clearwater, Clearwater Police Department commits to do the following:
• Provide a School Resource Officer (School Site Coordinator) who will serve as
the official program contact, liaison between school site and City of Clearwater
Police Department, and supervise members in the implementation of their school-
based objectives;
• Provide stipended AmeriCorps members at the site;
• Recruit, enroll, train and supervise stipended AmeriCorps members;
• Communicate regularly with the School Resource Officer and Assistant Principal
in regards to member service activities, assessment results, and overall program
progress at the site.
Clearwater High School commits to do the following:
• Implement the AmeriCorps Clearwater program for the 2008 school year;
• Provide an adequate environment for the members to perform their assigned
duties;
• Promote the program and the program's efforts by providing coverage through
signage, inclusion in school publications, etc;
• Help build program awareness by recognizing AmeriCorps and The Clearwater
Police Department at school events and functions (as needed).

AmeriCorps Member Prohibited Activities: At no time may the member participate in
the following:
• Engage in any activity that is illegal under local, state or federal law;
• Engage in activities that pose a significant safety risk to others;
• Engage in any activity involving proselytizing or assisting religious organizations,
attempting to influence legislation or an election or aid a partisan political
organization, helping or hindering union activity, or aiding a business organized
for profit;
• Have in his/her possession a firearm or other weapon during service activities.
The only items members are permitted to carry are a flashlight and police radio;
• Engage in fraternizing or inappropriate behavior with the students at the high
school to which the member is assigned.

This agreement may be amended at any time by mutual agreement of the parties.
