SPECIAL ENVIRONMENTAL ADVISORY BOARD MEETING MINUTES
CITY OF CLEARWATER
October 29, 2008

The Chair called the meeting to order at 4:00 p.m. at the Municipal Services
Building.
To provide continuity for research, items are in agenda order although not
necessarily discussed in that order.
1. Citizens’ Comments
Ms.Tanya Archer of National Association of Manufacturers invited the EAB
Board members for the Global Climate Challenge Meeting that will be held
on November 13th, 2008 in the Downtown Convention Center, Tampa.
2. Action Items
Community Gardens
Discussions took place on establishing a general framework, standard
rules, ideas that would be applicable to start the community garden and
also documents to be presented to the City Council. The EAB Board’s
proposal regarding the community garden be referred to as the Clearwater
Community Gardens Implementation Plan and Agreements.
Sponsor :Nature’s Food Patch has indicated that :
- Will be a sponsor of the community garden.
- Organization, support and training will be provided.
- Will conduct one class in the beginning to train gardeners.
Will act as the gardener’s committee until the gardeners are

established and will continue to support the garden to the extent
needed and practical.
It was also discussed that sponsors would be needed like Home Depot for
donations of hand tools, storage shed and other materials.

Location : Community garden is to be located in a City park and the ideal location
would be north side of the Crest Lake Park and a minimum of one acre is
required.
It was discussed the City to provide the following:
- Water accessible to gardeners within the defined limits and irrigation as an
outlet.
- 8 ft. high fence
The Community Gardner Rules & Regulations:
The Community Gardner should agree to the following rules and regulations :
- Garden plots are prohibited to grow illegal plants, fruit trees or
invasive/nuisance species.
- Participants are allowed only during the designated hours
- The community garden is intended for personal use only and not for
commercial purposes.
- Participants are expected to keep their plots clear and free of weeds,
grass and other debris.
- The community gardener shall place organic waste in designated
composite piles.
- No structures shall be built on premises except community tool shed, no
temporary fixtures, portable equipment or materials shall be placed on the
premises.
- No motorized vehicles allowed. (Electric handicap access permitted)
- Pets are not allowed
- Children must be supervised at all times
- Anything of value should be kept in a locked shed
Community Garden Agreement
Community Garden Association will be responsible for :
- For collecting fees
- Refunding money within 30 days after applications are accepted
- Provide shed and tools for community use.
- Every member will have keys or the association should designate a
person.
- Cars or vehicles to be parked will be determined.
