PUBLIC ART & DESIGN ADVISORY BOARD MEETING MINUTES
CITY OF CLEARWATER
September 10, 2008

The Vice Chair called the meeting to order at 2:10 p.m. at the Long Center.
To provide continuity for research, items are in agenda order although not necessarily
discussed in that order.
2. Approval of Minutes – July 15, 2008
Ms. Walbolt amended page 2b. second sentence, removing “in lieu of contributions” and
replacing “budget along with in-lieu contributions”. Member Flickinger moved to approve the
motioncarried
minutes of July 15, 2008 as amended. The was duly seconded and
unanimously.
3. Old Business
a.) Private development status
To date private development contributions to the public art fund stand at $148,514.03.
Currently, $55,207.50 of these funds are from Wal-Mart and will remain on hold until the project
is completed.
b.) Public Development status
Active public development projects include Clearwater Beach Library/Recreation Center,
Carpenter Field, Clearwater Bayfront Promenade and a new project Sherwood Yard Transfer
Station. Sherwood Yard Transfer Station will be located at 1650 N. Arcturas Avenue. This will
be a holding station for city vehicle storage and solid waste bins. Due to the nature of the site, if

allowable there may be the desire to pool the project artwork funds with another more publicly
accessible city capital improvement project.
Members discussed alternate sites more visible to the public for an art project funded by
public art discretionary fund contributions. Member Timberlake proposed the trail connection off
Coachman Road near Carpenter Field or at the trail end near the proposed Enterprise Road
overhead to be completed 2010. His suggestion was to incorporate mile markers along the trail.
Member Butz suggested artistically designed gateways and benches located along the trail
system. Discussions will persevere as funds become available.
4. New Business
a.) Fire Station #48
In January 2008, the Public Art and Design Board appointed a five-member Selection Panel
with Alex Plisko as Chair each with a vote and input regarding the review and selection of artists
to be considered for this project. On August 6, 2008 the Public Art Selection panel unanimously

recommended artist . His specific proposal for the Fire Station 48 Training
Facility is “Ladder Fire”, a 20’ tall memorial sculpture made from recycled aluminum ladders
curled into a fireball. Names of fallen fighters will be etched on the post at eye level. The
project cost is $48,000.
As outlined in the Public Art and Design Program Guidelines, this recommendation is now
subject to the Public Art and Design Board approval. Vice Chair Warshauer moved to accept
motion
the PADB Panel’s selection of artist Christopher Fennell. The was duly seconded and
carried
unanimously.
b.) Clearwater Beach Library/Recreation Center
Ms. Walbolt discussed the newly renovated Beach Library/Recreation Center. Under the
Public Art Ordinance guidelines this project is an eligible city capital improvement project. Due
to the small scope of this project, which will have an approximate budget of $6000, a “direct
artist selection” process deemed appropriate in this case. The desired medium is glass. The
committee will include the Library Director or designee, a Recreation Staff representative, Arts
professional and/or artist. Suggestions included:

Member Plisko moved to approve the “Direct Artist Selection Panel” as submitted. The

c.) Cleveland Street District Banners

The City of Clearwater is offering $100 honorariums, cash prizes and gift certificates to
Tampa Bay area artists who create jazz-themed artworks/designs that are selected for display
on banners hung from up to 30 lamp posts in downtown Clearwater this October and
November. The banners, an integral part of downtown's Cleveland Street District outdoor art
gallery, are expected to complement the city's annual Clearwater Jazz Holiday and will be
facilitated by Clearwater's Public Art and Design program. The deadline for submitting artwork
is today and already several qualified pieces have been submitted. This project is fully funded
by the Downtown Development Board.
Artist Selection Panel
- The next step is the artist selection process. The selection panel
designees consist of representatives from Clearwater Jazz Holiday, Downtown Development
and City of Clearwater. Ms. Walbolt is requesting an appointment from the Public Art and
Design Board to Chair the Selection Panel. Member Butz volunteered to serve. Member Plisko

d.) Marriott Residence Inn – 940 Court Street – The developers commissioned artist Nayer
Kazemi to create a “water feature” in the lobby. Since the main artwork came in under budget;
a portion of the remaining required funds was used to purchase local artist’s works for display
near the entrance and lobby area.
Before the C.O. can be issued, the Board needed to inspect the site's public art
components for their compliance with the requirements of the Public Art Ordinance. This
means that the Board checks to see if a). the budget was followed and the correct required
expenditure has been met. b) a professional artist was used to produce the artwork c) the
artwork is accessible to the public.
Board members Sarah Butz and Alex Plisko joined Mr. Hubbard for a walkthrough. During
the site visit they found the artwork to be of good quality, but not necessarily placed in areas
that would be best accessible to the public. One stipulation the Public Art Board agreed to is to
have the developer identify which artworks were commissioned through the requirements of the
Public Art and Design Ordinance by placing plaques on the pieces. Member Plisko also
advises the individual art work be placed in a collective area for public viewing. Mr. Hubbard
will discuss these matters with the developer.
Member Plisko moved to accept the Marriott Residence Inn’s public art project as submitted
with the provision that the artist pieces be identified by plaques and consolidated in one public

5. Items not on the Agenda
Ms. Walbolt and Mr. Hubbard recently had the opportunity to present a program on Public
Art at a State Conference for Parks and Recreation at Disney Orlando. Over 200 professionals
from across Florida attended the conference and Ms. Walbolt and Mr. Hubbard were pleased
with the display of interest the participants showed in learning more about public art.
Ms. Walbolt distributed a listing of upcoming public art events happening around town
during October, November and December. Members are encouraged to attend the events.

need to eventually come before the PADB. Discussion ensued and members agreed this project
holds value to exploring further.
Members discussed future meeting dates. Vice Chair Warshauer and Member Butz
suggested changing the meeting day of week from Tuesday to Wednesday. After discussion,
the majority agreed to leave the day of the week on Tuesdays. Members agreed to set the next
meeting on Tuesday November 18, 2008 at 2 p.m..
6. Adjourn
The meeting adjourned at 3:50 p.m.
