k I.would like to thank you for the support that the City of Clearwater has shown The Phillies this
i? .spring. As always, the facilities were in great shape again this year.
As you know, the clubhouse at Carpenter Complex is in need of some major renovation.
I would like to request that the City begin the process of updating those facilities prior to the
"U Spring of.1996. If it would be helpful, the renovation could be done in two phases. I would . ;
prefer that the north end of the facility be finished prior to next Spring Trainutg. This area t

area (south side) could be completed a year later.
4 " I would also request that The Phillies take a more active role in the preparation of the playing
fields at Carpenter for the months of January through April, We are willing to provide assistance
r to the city crew at the complex with our grounds keepers from Jack Russell Stadium. It is my '
desire that these fields be upgraded to major league standards and I feel our people can help
see this process through,

I received your letter of April 4, 1995, wherein you requested that
the City consider renovating the Carpenter, Field clubhouse. You
indicated that this renovation could be done in two phases; the
west end prior to the Spring of 1996 and the east end a year later.
Based on your request and our concurrence of the need, we included
$600,000 for this project in our proposed capital Improvement
Program, (C,I.P.). In accord with your recommendation that the
project be accomplished in two phases, we requested $300,000 in
fiscal year 1995/96 and $300,000 in fiscal year 1996/97. On April
26,.we had our first administrative hearing on our C.I.P. Budget.
Unfortunately, funds are extremely limited for the 1995/96 budget
year. Therefore, our request for Phase I of the renovation
($300,000) was moved back and included with our request for Phase
II in 1996/97. If the City Manager and City commission approves
our recommendation to fund all renovations of $600,000 in 1996/97,
monies would become available on October 1, 1997. However, we
would have only three months until the arrival of "Dream Week" in
January and renovations might not be completed until the Spring of
1998.
' We know this is an important issue for the Phillies as well as the
City and we are open to discussion with you or your representative.
An option that may be explored could include "shared" funding
between the City and the Phillies as well as concessions that might
be made to the agreement relating to an extension of the.term..

Recently a member of our staff, Ms. Alexandra Weiss,
,'. conducted a!compliance inspection'of parks in'your area which
f;< received grant funds from the federal Land and Water Conservation

Fund grant program (LWCF)• The inspection revealed that one of
the parks, Lake Chautaugua, is closed.
LWCF requires that the park be developed in accordance with
approved plans, plus maintained•and open to the public.
-If the ark is not developed and reopened for
:_"• p public use the
park may be designated a conversion by NPS, the federal LWCF'
administering agency. Replacement
property would then have to be
provided and developed for public recreational use by the City.
Please submit to us within 60 days a development plan and
time schedule-for reopening the park. We have enclosed excerpts
from the LWCF Grants Manual Chapter 675.9, which addresses the
sponsors post-completion responsibilities. We will be happy to
assist the city in any way possible. Ms. Weiss'will be in your
t` area in the near future and will be contacting you to discuss the
issue.

Candler Sawyer and Associates, Real Estate Appraisers, promptly
delivered their 123 page appraisal report of the city-owned former
utilities Building at 900 Chestnut Street on Monday morning.
I have read and reviewed the report. The appraisers have
conscientiously and- comprehensively evaluated the property
utilizing all three standard appraisal methodologies: market sales
comparison, the reproduction' cost approach, and the income
capitalization approach. They have thoroughly documented their
findings and analyses, and reconciled each approach to provide-both
an unrepaired "as is" value, and a prospective "as repaired" value.
The "as is" valuation determined by the appraisers as of April 11,
1995 is $255,000. The "as repaired" valuation estimated as of
ninety days thereafter (allowing time for repairs), is $565,000.
In 1993 Building & Maintenance provided a $257,000 estimate to
remove asbestos and bring the building up code. The appraisers
rehabilitation estimate closely parallels that figure.
I am attaching a copy of the letter of transmittal submitted by
appraisers Larry Yancy and Mark G. Sawyer summarizing their value
conclusions. Since the City Commission has not yet declared the
property surplus for the purpose of selling it, I would anticipate
providing these summary valuations to any interested parties
without establishing either as a purchase price. `
Please advise'if you require further information, or wish to ask
the Commission to declare the property surplus for the purpose of
offering it for sale through the City's customary bid procedures.

At your'request, an inspection and market value appraisal has been
made o the captioned property. Analyses and supporting data are
provided in the attached report.
r The. subject site, which is part of a larger ownership, contains
32, 091 sq. ft. or. 0.74 acre, MOL, and is improved with a two--story
masonry utilities administration (office) building.
The estimate of as repaired market value assumes completion of all
necessary work at costs that . are in keeping with estimates provided
by the client. (The appraiser has made modifications to these
costs as described in the attached appraisal report).

A monitor well-on the subject site indicates that groundwater
contamination is present. The source of.this contamination is a
former gas. station parcel that adjoins the subject site on the
east. The cost of cleanup has not been determined.'
As reported to the appraiser, the owner of the former gas station
parcel is responsible for cleanup on the subject site. A state
program has, until recently,' provided funds for cleanup. Funds
are, however, being held due to questions that have been raised
about the program'by the state legislature.

Cleanup cost is not considered in this appraisal because the cost
I is not known. If it is found that cleanup cost is substantial and
' must be paid by the owner of the subject property, then this
appraisal must be revised accordingly.
